SUMMARY

REPORT In our July 30, 1983 submittal, the District committed to submit a summary report of the Detailed Control Room Design Review being conducted at Rancho Seco.

This commitment was later confirmed in an order letter dated February 21, 1984.

In compliance with Item 2.b of the order, SMUD is submitting for your review, the Rancho Seco Control Room Design Review Summary Report.

The report consists of two volumes. Volume I contains the Summary Report, Volume II contains appendices A thru E.

Over 500 Human Engineering Observations (HE0's) were identified in the review process.

These were evaluated for safety significance, categorized, and resolutions identified.

Of the 516 HE0's, the CRDR identified:

1.

No Category A HE0's (high safety importance - probably leads to a non-recoverable error).

2.

137 Category B (safety consideration - probably leads to a recoverable error, correctable by operators).

3.

37 Category C (electrical generation reliability / availability considerations).

4.

304 Category D (Minor /non-significant consideration).

For ease of review, when design changes were recommended to resolve HE0's, these changes were grouped to create logical change packages involving several related HE0's (possibly of different categories) as described in Section 3.3 of the Summary Report.

Design details, when finalized, may vary from those described; however, the Human Factors philosophy and intent will be carried through the final implementation.

Appendix B contains a description of all HE0's catalogued during the review.

Frank J Miraglia JR December 27, 1985 The District has already implemented the changes summarized in Section 3.3.1 while pursuing the resolution of all remaining Category B HE0's determined to have a safety significance on a priority basis per the Living Schedule process. The Category C & D HE0's will be resolved with associated Category B HE0's or will be evaluated considering cost / benefit / resources in accordance with the Living Schedule Process.
