We'have reviewed your submittal dated February 14, 1989, concerning your evaluation of the ANO-1 High Pressure Injection System (HPI) backflow event of January 20,l1989, and find that we need additional information to complete our
- evaluation of proposed fixes precipitated byLthe event. The enclosed questions focus on the reactor coolant system pressure boundary,-proposed testing of HPI valves, and HPI low temperatureLpiping line instrumentation monitoring. We request that this information be provided within 7 days of receipt'of this letter, as discussed with your staff.:

Are any valves in the HPI lines considered to be pressure isolation valves according to the definitior in NRC Generic Letter 87-06?
3.
What valves in the HPI lines protect the low pressure suction piping from the reactor coolant system pressure?
4.
What valve testing is being periodically performed to provide assurance that the low pressure suction piping (HPI) will not be exposed to the reactor coolant system pressure?
5.
For the HPI leak rate testing proposed in your 2/14/89 submittal what is the leak rate limit that will be used?
6.
For the short term, describe how frequently the proposed HPI piping temperature instrumentation will be monitored during routine operations, and following each time HPI system injection occurs and the check valves are challenged.
7.
For the HPI low temperature piping, what temperature limits would require operator action to mitigate damage to the system caused by check valve leakage or failure?
8.
Given that an established HPI piping temperature limit was exceeded and identified, what specific actions would be taken by the operator in the short term to correct the overtemperature condition? What actions would be taken for the long-terr:? How would these special procedures be docun,ented/ implemented?
9.
A stronger commitment is needed to install control room temperature indication / alarm for monitoring the HPI system low temperature piping lines.
