SAFETY EVALUATION REPORT ON COOPER NUCLEAR STATION COMPLIANCE WITH ATWS RULE 10 CFR 50.62 RELATING TO ARI AND RPT SYSTEMS, AhD' REQUEST FOR ADDITIONAL INFORMATION REGARDING SLCS (TAC 0.5908Ql The ATWS Rule (10 CFR 50.62) requires improvements in the design'and operation of commercial nuclear power facilities to reduce the likelyhoed of failure to shutdown the reactor following anticipated transients and to mitigate the conse-quences of an Anticipated Transient Without Scram (A W S) event. The requirements i

for a boiling water reactor are to install an alternate rod insertion (ARI) liquid control system (SLCS), and improved ATWS system, improved standby (RPT) system.

recirculation pump trip In letters dated October 14, 1985, August 4, 1986, April 8, 1987, and May 7, 1987, the District provided information concerning plans to comply with the Rule.

We have completed our evaluation of the information relating to the ARI and

RPT systems and have concluded that the proposed designs for those systems are acceptable.

Our Safety Evaluation is er. closed.

We,have not completed our evaluation of the SLCS modification.

Discussion with

-your staff indicate that the SLCS modification is still in the design stage, and that information necessary to verify adequate net positive suction head for SLCS pumps is presently unavailable.

We request that you furnish drawings and calcx1ations relating to your proposed SLCS modifications as soon as they are available and in time to meet your August 4,1986 commitment to implement the modifications in the upcoming Cycle 11 outage.
