Response
The "up to 70 persons" number as set forth in paragraph 5 in Mr. Callendrello's affidavit was obtained by a review of the TOH RERP and its associated precedures against present federal guidance and other RERPs that make up the entire offsite response effort for Seabrook as a first step.
This assessment was made to assure that the plan reflected all the required planning responsibilities.
Then a walk through of each implementing procedure was conducted to identify by position and functional responsibility all of the tasks to be performed in fulfilling the contemplated emergency response functions.
This drill led to the identification of those positions requiring staffing for 24-hour operations and a determination of the specific number (personnel) required to implement the plan.
Coupled with those positions specifically delineated in the Hampton RERP, the end result of the process was a judgmental determination that the TOH Emergency Operation Center Staff need was of 18 persons, that Emergency Operation Center Security required 2, Municipal Security 6, Traffic Control 2, Impediment Removal 30, Local Staging Area 3, Communications 1, Special Needs Verifications 1, Special

On Thursday March 26. 1987 I met with Hampton Police Chief Bob Mark to obtain a clarification on the numeer of personnel he could provide for traffic control and municip.1..Swi16y uwring an emergency.

Hampton Police Chiof Mark provided us with the following information:

- The equipment / vehicle numbers in Appendix C of the plan are correct with the exception that the motorcycles are only available in the summer (May-N vemner).

I asked Chief Mark en the average, how may people he feels that could have availaole for an emergency during a worst case scenario in the summer.
After some discussion, he stated that he probably could have available approximately 18 p:oole, thirteen for traffic control and five for municipal security.
The placement of Hampton Police for traffic control for the scenario is indicated on Attachment 1.
Municipal security will consist of 1 person / car in enen of the town's five sectors.
In terms of a winter scenario, Chief Mark feels that in the worst case he could ontv provide 5 people, 3 for traffic control and 2 for municipal security.

and I reviewed the traffic control staffing recommended by E. Lieberman for the off season.
Chief Mark made suggestions on where he felt traffic control per-sonnel would be required in the winter.
His recommendations along with where he wculd place his people are indicated in Attachment 2.
Chief Mark also indicated he would oe willing to use Fire Personnel for traffic control if they are available.

D. Deans told Chief Mark that he should call the IFO and request assistance from Rockingham Ccunty.
As results of this meeting several changes may reed to ce made to the NH Traffic Management Manual and the Resource Assessment.
