SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO.17 TO FACILITY OPERATING LICENSE NO. R-76 DOCKET NO. 50-27 l 1

WASHINGTON STATE UNIVERSITY

1.0 INTRODUCTION

By letter dated February 20,1998, the Washington State University (WSU) requested changes to the Technical Specifications (TS) of Facility Operating License No. R-76 for the WSU research reactor (TRIGA). The requested changes update reporting requirements to be l consistent with current NRC requirements for research reactors. '

2.0 EVALUATION The 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> reporting requirement is changed from a telephone and fax report to the regional office and the NRC Operations Center to a telephone report to the NRC Operations Center. This change is acceptable since the regional office no longer has regulatory responsibilities for research reactors and a fax is not needed in accordance with current NRC research reactor guidance (NUREG 1537, " Guidelines for Preparing and Reviewing Applications for the Licensing of Non-Power Reactors," February 1996).

The 10 day report, the 30 day report, and the annual report requirements are changed from a written report to the regional office arid to the Office of Nuclear Reactor Regulation (NRR) to a written report to the NRC Document Control Desk. These changes ensure that the report will be acceptably distributed and is consistent with the guidance of NUREG-1537.

The startup testing report requirement is ct anged from a written report to NRR to a written H report to the NRC Document Control Desk. This change ensures that the report will be acceptably distributed and is consistent with the guidance of NUREG-1537.

Based on the above, these changes are acceptable.

3.0 ENVIRONMENTAL CONSJRERATION This amendment involves changes in administrative requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmentalimpact statement or environtrantal assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that: (1) because the amendment does not involve a significant increase in the probability or consequences of f accidents previously evaluated, or create the possibility of a new or different kind of )

accident from any accident previously evaluated, and does not involve a significant reduction in a margin of safety, the amendment'does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by the proposed activities, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or the health and safety of the public.
