Abstract ofExaminations:

An inservice examination (ISI) of selected Class 1, Class 2 and Class 3 components of Public Service Electric and Gas Company's (PSE&G) Hope Creek Generating Station, Unit 1 (Hope Creek 1), was performed by PSE&G, MQS, and General Electric (GE) personnel during the September - December 1997 refueling outage. These examinations constituted the seventh (3rd Period,3rd Outage)and last ISI refueling outage performed at Hope Creek I during the First 10-year Inspection Interval of operation.

Examinations were performed in accordance with the 1983 Edition through Summer 1983 Addenda of ASME Section XI and the Hope Creek Inservice Inspection Long Term Plan..

The ISI was performed uti'izing visual (VT), magnetic particle (MT), liquid penetrant (PT), manual ultrasonic (UT), mechanized ultrasonic (M-UT) and radiography (RT) nondestructive examination techniques.

This report also contains augmented examinations required by the Hope Creek Technical Specification, Regulatory Guides, Circulars and Bulletins issued by the United States Nu: lear Regulatory Commission.

Abstract ofExaminations:

11.1 ISI Examination 11.1.I General Electric (GE) under the direction of the PSE&G ISI Group, conducted 135 manual ultrasonic,39 mechanized ultrasonic, six liquid penetrant, seven magnetic particle examinations and 240 Reactor Vessel Visual examinations (IVVI).

The following was identified during the course of the examinations:

1.

PSE&G Operations personnel, during a walkdown in the beginning of the refueling outage, found reactor coolant dripping from three pin holes top dead center of weld RPVI-N5BSE (Core Spray Inlet Safe-end to Nozzle weld, WinISI Sum # 100750)

The cause of the leak was attributed to material failure due to IGSCC. The RPVI-NSBSE was modified by a weld overlay using alloy 52, which completely encased the weld. An acceptable Preservice volumetric and surface examination was performed.

The weld overlay shall be examined during the next refueling outage (RFO #8).

Additional weld sample examinations were performed, with no unacceptable indications identified. For additional information see PR#970919211.

During the In Vessel Visual Inspection (IVVI) there were three discrepant conditions noted as follows:

Jet Pump Sensing Line (JPSL) lower bracket weld to pipe on pumps #8,9 and 15 were found to be cracked as identifed by the following AR's:

Jet Pump #8 (WinlSI Sum # 500410)- Ak# 971018099 Jet Pump #9 (WinlSI Sum # 500460)- AR/PR#971016131 Jet Pump #15 (W'mlSI Sum # 500730)- AR#971018102

These cracks occurred at other BWRs and GE SIL 420, was issued, which was the basis for this refueling outage

examinations.

The Jet Pump sensing line brackets were evaluated and repaired by installing clamps on all three JPSL's as identified in PR# 971016131. All JPSL brackets shall be examined every refueling outage from this point forward.

The hold down beam on Jet Pump # 20 (WinlSI Sum #

500920) was found not fully engaged (5 degree gap). The Jet Pump Hold down beams were replaced during RFO#5. This particular hold down beam was initially installed not fully engaged. This condition was evaluated by GE Nuclear Engineering in San Jose, CA, and PSE&G and was found to be acceptable as is.

One adjusting screw tack weld on the shroud side, was found to be cracked on Jet Pump #17 (WinISI Sum # 502380). Each adjusting screw has two tack welds, and the other tack weld was found to be acceptable. This condition was previously evaluated by GE Nuclear Engineering in San Jose, CA, to run as is and to be examined the next refueling outage (Ref. GE letter HCGS-L-96-015, dated 2/16/96).

There were no other unacceptable indications identified.

605470) found three (3) loose bolts (Ref. PR# 970415218). An additional component support expanded sample in accordance with ASME Section XI was performed with no other unacceptable conditions identified.

Abstract of Examinations:

11,4 System Leakage Examinations PSE&G's ISI Group conducted 58 System Pressure Tests during a System Functional or Inservice Test, on Nuclear Class 1,2 and 3 systems, in accordance with ASME Section XI. No pressure boundary leakage was detected. Action requests were initiated to correct minor mechanical leakage not repaired during the system walkdown.

A system leakage exam was performed in accordance with ASME Section XI on all Class I systems.

A system leakage test was performed with the Reactor Coolant System in Mode 3 at a pressure of 1010 psig) with the insulation installed. No pressure boundary leakage was detected. Action requests were initiated to correct minor mechanical leakage that was not corrected during the system walkdown.

Abstract ofExaminations:

11.16 Technical Specification 4.7.5 (e) Functional Testing of Selected Hydraulic and Mechanical Snubbers llydraulic snubbers were tested using a 10% sample of the total number of installed hydraulic snubbers. Wyle laboratories tested four E-Systems, one Enertech Phoenix and two Lisega hydraulic snubbers using the Wyle Laboratories model 150 snubber test machine. No deficiencies were noted while testing hydraulic snubbers.

Mechanical large (PSA-35 and 100), mechanical medium (PS A-1,3 and 10), and mechanical small (PSA '4 and b) type snubbers as well as compensating struts (PSB.05 and.12) were tested using the Technical Specification 4.7.5 (e),10%

Sample Plan. Initially, Wyle tested one Compensating Strut,16 large Pacific Scientific snubbers,39 medium Pacific Scientific snubbers and seven small Pacific Scientific snubbers on the Wyle Laboratories model 150 snubber test machine.

One small PSA sample functional test failure was noted,21 previously degraded and five previous failures were functionally tested. A sample expansion of seven i

snubbers was required, only in the mechanical small snubber type. PSE&G's

Engineering Group performed a stress evaluation on all failed snubbers and concluded that the piping and components to which the snubbers were attached were not impaired due to operability of the snubbers.

This refueling outage all the non Lisega type snubbers were stroke tested, removed and replaced with Lisega hydraulic snubbers.
