Dear Mr. Eschels:
1 During a recent evaluation of potentially adverse safety conditions which j
might result from security practices at the WNP-2 facility, a couple of i
industrial safety related issues were identified. As you are aware, the j
principal focus of the NRC regulatory program is on nuclear / radiological safety related aspects of operations. Based on our understanding of Washington's industrial' safety oversight, the safety issues identified appear to more appropriately ~ fall within the State's industrial safety. program.

Resultingly, the two following identified industrial safety concerns are I
referred to you for any action that you.may deem appropriate.
They are:
(1) Hard hat use is not required in the power block structures.
(2) A series of open ladders mounted on the wall extend from the floor of the refueling bay (reactor building) to the roof hatch-(approximately four stories). While a landing at the top is being considered to aid egress onto the roof, the ladders, provided with neither safety cage nor, attachment bars for a safety belt, appear to constitute an unreasonable industrial hazard.
