As iequired by 10 CFR 2.202, the attachment to this letter responds to the observations of your inspectors.
In accordance with 10 CFR 2.790, the enclosure to this letter should not be made available for public inspection.

This atta'chment replies to the observations made by the Region I IIpf-e r+a ts-a lant Protection inspectors during the periog May 20-22, 1975 in regard to compliance with the condition > M \\ense S...-ll74 as transmitted in the notifi-cation dated June 12, 1975.

- Infractions The first two infractions referenced in your letter relate
~
to one item of noncompliance although the,. item is described in both the Federal Regulations 10 CFR.73.2(e), 10 CFR 73.2(m),
and Section 3.7.1 of our Security Plan.
This incident relates to the replacement of the combination lock on the. vault door with a key-type lock.
As we discussed with Messrs. J.
F.
Donahue and J. W.
- Devlin, we had considera.ble difficulty in obtaining a satisfactory
> combination lock for the heavy door.
During our investigation we had obtained a lock which was much better as a security lock, and at that time we did not recognize that this type did not meet the requirements of the Federal Regulations.
In. order to comply with Plan, we will purchase g;hath the Regulations and our Securitv three-position, changeable padlock O/(
(rccommended by lir. Donanue) and use this on our door insrecd of the existing key lock.
This lock should be installed by July 15, 1975.
The third item described in your 1 tter referenced the for-malized drills of the security organization.
The last such
. drill performed was in April, 1975; therefore, our next scheduled drill will be in July of this year.
Prior to this drill and all future drills, we will prepare an outline.
The drill will be evaluated and the response reported as re-quired in Section S.6 of our Security Plan.
An annual report of these drills and a summation of the results will be' pre-l pared on at least an annual basis with the first report being prepared in April, 1976.
In order to provide additional assurance that these drills and reports are ' completed, these items will be added to our check list of requirements of our Security Plan.

License condition 3.9.16 The penMnf revision to this license conditidn, initiated by your request, should permit the practica of searching packages, containers, and coats after they have been carried through the search devices to be acceptable. We will inspect this matter at a future date.
