This letter refers to the As-Built Team inspection led by Mr. J. Strosnider, of
l
this. office on March 16-26, 1987, at Beaver Valley, Unit 2, located in
Shippingport, Pennsylvania.
Mr. Strosnider discussed the findings of the
inspection with Mr. C. E Ewing and other members of your staff at the
l
conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection
Report which is enclosed with this letter.
Within these areas, the inspection
consisted of in field inspections of selected systems, examinations of procedures
and records, interviews with personnel, and observations by the inspectors.
Within the scope of this inspection it appears that two of your activities were
not conducted in full compliance with NRC requirements and FSAR commitments as
set forth in the Notices of Violation and Deviation enclosed as Appendix A and
B, respectively.
The violation has been categorized by Severity Level in
accordance with the " General Statement of Policy and Procedure for NRC Enforcement
Actions," 10 CFR Part 2, Appendix C (Enforcement Policy).
The Notice of Violation includes 12 examples of minor problems found by the NRC
Inspection Team that were not identified by the site QC inspection function.

Each of the NRC identified problems were corrected during the course of inspection
412/87-20. While these findings were not considered to represent a QC inspection
i
program breakdown, they do indicate the need for increased attention to detail
by QC inspectors and QC supervisors and improved audit of QC activities by the
I
site quality assurance group.
You are required to respond to this letter within
)
30 days, as indicated in Appendix A.
Your response should focus on corrective
actions taken to avoid similar problems in the future.

The deviation from the FSAR commitment to color code electrical equipment was
the result of follow up to a previous inspection finding of October 1986.
During the team inspection (86-20) your staff took prompt corrective action to
place the respective train or channel color designation where needed, such that
I
,
written reply to the Notice of Deviation is not required.
However, you are
I
requested to review the cause and significance of the delay in meeting this
FSAR commitment.
