SUBJECT:

FULL POWER OPERATION - DIABLO CANYON UNIT 2 Based on the results of our inspection efforts, we have determined that the licensee's startup testing performed to date has been completed in substantial agreement with docketed commitments and regulatory requirements. We have completed our inspections in accordance with the requirements contained in MC 2500 with the exception of inspections of testing yet to be performed.

An enhanced team inspection of operational performance of the Diablo Canyon, Unit 2 was conducted during the period August 10-16, 1985. The inspection team consisted of senior regional personnel, senior resident and resident inspectors assigned to Region V operating reactor facilities and two NRC consultants from the Battelle Northwest Laboratories (PNL). The latter consultants are individuals under contract to the NRC as operator license examiners for PWR (Westinghouse) facilities.

The special inspection team did identify a need for improvement in the programs for the status of equipment / systems in need of corrective action and review of changes to test procedures. The licensee has taken prompt action in response to these observations. The special inspection team's overall assessment of the performance of the operating crews was above average in terms of their knowledge of plant systems, operating procedures and adherence to procedures. Shift turnover practices were observed to be of particularly high quality.

No conditions were observed by the special inspection team, or by the resident inspectors since completion of the special inspection, which would preclude issuance of authorization for operation of the'Diablo Canyon, Unit 2 above 5%

power and at power levels up to 100% power. Accordingly, Region V recommends issuance of the full power operating license for Diablo Canyon Unit 2.
