, HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING OCTOBER 3, 1985 1 Clinton Power Station On September 29, 1986 Illinois Power Company (IP) received a low power license for Clinton Power Station. -Clinton is the fourth General Electric BWR 6 reactor with a Mark III containment to receive an operating license. The facility is located in Harp Township, DeWitt County, approximately six miles east of Clinton in east-central Illinois.
The licensee has comenced loading of fuel; about an hour after receipt of the license (2:00 PM CST), the first fuel bundle was loaded into the core.
After the fuel assemblies have been loaded into the core, IP plans to stop plant operations to conduct additional operator refresher training on the simulator in preparation for initial criticality and low power testing.
Initial criticality is scheduled for November 20, 1986 and the licensee expects to be ready for a full power license December 16, 1986.
Fort St. Vrain The Board of Directors of Public Service Company of Colorado (PSC) met September 23, 1986 and voted to take a third-quarter write down of $75 million to $100 million on the Fort St. Vrain Nuclear Generating Station (FSV). The PSC Board also approved a tentative settlement with the Colorade Public Utilities Comission, which effectively takes FSV out of the PSC rate base. PSC will undertake an extensive study to consider alternatives for the plant's future.
Proposed FBI Criminal History Rule Draft comments from CRGR were received on Tuesday, September 30, 1986. Staff incorporated appropriate changes on Wednesday, October 1, 1986. After office concurrence, the package will be submitted to the EDO for transmittal to the Commission. The OMB clearance package for the FBI fingerprint cards was completed and delivered to ADM on Monday, September 29, 1986. Once the Commission has approved the proposed rule for publication, ADM will submit the clearance request to OMB.
Sequoyah Fuels The Director, IE issued an Order Modifying License, Effective Imme-diately, to Sequoyah Fuels Corporation based on NRC's findings 6 regarding the January 4, 1986 accident. In addition to the need l
for significant improvement in the licensee's control and supervision of licensed activities, especially those regarding the filling and
- preparation for shipment of UF6 cylinders, other areas requiring corrective action had been identified
- training and supervision, adequacy of plant staffing, and followup of health impacts on licen-see personnel exposed to uranium from the accident. The NRC had i
determined that additional oversight of facility operations is necessary to provide reasonable assurance that the licensee will be in compliance with Commission requirements if the facility is permit-ted to resume operations. The Order does not authorize restart.

Issuance of Amendment No. 2 to the FDA for Gessar II On September 22, 1986, the staff issued Amendment No. 2 to FDA-1 for General
. Electric Company's BWR/6 Nuclear Island Design, GESSAR II. Issuance of
- Amendment No. 2 represents the completion of the staff and ACRS reviews of GESSAR II in accordance with the Cunmission's guidance identified in the Severe Accident Policy Statement. Amendment No. 2 also removes the constraints on issuing construction permits and operating licenses to applicants who reference the GESSAR II design.

Ano-2 On September 24, 1986, the reactor tripped on high pressurizer pressure follow-ing a turbine trip. The turbine trip was caused by moisture separator reheater high level. All systems except the two pressurizer code safety valves functioned nonnally during the trip. The licensee reported that there were indications.
that these valves lifted prematurely. Preliminary infonnation indicates that the peak primary pressure during the event was 2395 psia. The required safety valve lift setpoint is 2500 psia. The licensee is testing to detennine their lift setting pressure. The staff has approved a 24-hour waiver of the applicable technical specification in order that the aforementioned test can be performed in Mode 4.
Calvert Cliffs Units 1 and 2 Emergency Amendment to the Diesel Generator Technical Specifications On September 18, 1986, the licensee discovered a crack in the No. 12 cylinder liner of No. 12 Emergency Diesel Generator (EDG). This crack was found during licensee troubleshooting conducted to determine the cause of exhaust gas leakage into the jacket water cooling system of No. 12 EDG. At the time the crack was found, the licensee was in the eighth day of an exigent, one time only, LC0 which permitted 10 days of single EDG inoperability. This exigent ,

the cause of the exhaust gas intrusion. The troubleshooting techniques recom- i mended by the vendor were inadequate for determining if a cracked cylinder )
liner existed. As a result, much more effort and time were required to adequately trouble-shoot the EDG than initially anticipated.
The licensee submitted an emergency request to extend the LCO by an additional 10 days to provide adequate time to replace the cracked cylinder liner, verify that no other liners had cracks, perform any post-maintenance tests required, and restore No. 12 EDG to operability. The licensee mitigated the safety significance of an additional 10 days of EDG inoperability by providing a 1000 kW portable diesel generator onsite as an additional emergency power supply.
On September 19, 1986, a waiver of the shutdown requirements of the LC0 was granted by the staff to provide adequate time for processing of the emergency amendment request.

Turkey Point Plant Units 3 and 4 By memorandum and Order dated August 25, 1986, the Atomic Safety and Licensing Board ordered Sunnary IITsposition {LBP-86-27) of Ms. Joette Lorion's and the Center for Nuclear Responsibility, Inc., contention relating to license amend-ments which allowed the use and storage of fuel with a higher enrichment.
By memorandum and Order dated September 25, 1986, the Atomic Safety and Licens-ing Appeal Board indicated that their customary sua sponte review found no reasonable basis for overturning the Licensing Board's decision and ordered that LBP-86-27 is affirmed.
Clinton Power Station On September 29, 1986, Illinois Power Company (IP) received a low power license for Clinton Power Station. Clinton is the fourth General Electric BWR 6 reactor with a Mark III containment to receive an operating license. The facility is located in Harp Township, DeWitt County, approximately six miles east of Clinton in east-central Illinois.
The licensee has commenced loading of fuel; about an hour after receipt of the license (2:00 PM CST), the first fuel bundle was loaded into the core.
After the fuel assemblies have been loaded into the core, IP plans to stop plant operations to conduct additional operator refresher training on the simulator in preparation for initial criticality and low power testing.
Initial criticality is scheduled for November 20, 1986 and the licensee expects to be ready for a full power license December 16, 1986.

Limerick On September 25, 1986, the U.S. Attorney for the Eastern District of Pennsylvania announced that a Federal Grand Jury had returned indictments charging YOH Security, Inc., two of its former managers, and the operator of a Security Officers Training School with conspiracy, false statements and cover-up in connection with training records for the security force at the Limerick Generating Station. The indictments relate to activities preceding the licensing of the Limerick Generating Station, Unit 1, for which the ,
licensee has already taken corrective action. The former managers were the YOH Site Manager and the YOH Security Force Captain, at the time. The operator of the training school was being utilized by Y0H Security, Inc. to provide certifications under the Pennsylvania Lethal Weapons Training Act. The case was referred to the U.S. Attorney's Office by the NRC's Office of Investigations
! that investigated the case jointly with the FBI.
I Northeast Utilities Senior Management Reorganization Re: Haddam Neck and Millstone Units 1, 2 and 3 On September 29, 1986, Northeast Utilities announced that, effective December 1,1986, Mr. Walter Fee will retire from the position of Executive Vice-President of Engineering and Operations. Mr. John F. Opeka, currently the Senior Vice President of Nuclear Enginering and Operations, has been named to replace Mr.
Fee upon his retirement. Resulting management changes include the promotion of Mr. Ed Mroczka to Senior Vice President of Nuclear Engineering and Operations and Mr. Wayne Romberg to Vice President of Nuclear Engineering and Operations.
A new Millstone Station Superintendent to replace Mr. Romberg will be named at a future date.
Duke Shuts Down All Oconee Units Duke Power Company started to shutdown Oconee Unit 1 and 3 at 9:00 am on October 2,1986. Oconee Unit 2 was already shutdown for refueling. Duke decided to shutdown the units after experiencing problems when perfonning a load shed test on Unit 2.
On October 1,1986 in the afternoon, Duke was running a load shed test for emergency power switching logic required to be done ever refueling outage.
The emergency power came on (i.e. the Keowee hydro plants). However, the low-power service water (LPSW) pumps started cavitating after about two hours.
LPSW provides cooling water for normal and emerger.cy services. Safety-related functions served by this system are: Reactor Building cooling units, decay heat removal coolers, HPI pump motor bearing coolers, EFW motor air coolers and (turbine driven) EFW bearing oil coolers.
Lake Keowee, the suction source for the LPSW, has been at an unusually low level due to drought and although Duke has run this test at every refueling outage, they have never performed it at low lake levels. The Technical OCTOBER 3, 1986 ENCLOSURE B

-4 Specifications (TS) requires a minimum Keowee Reservoir level at 775 feet above sea level but that TS is associated with availability of the hydro plants and not LPSW net positive suction head. Duke is continuing to investigate the event and is planning to raise the lake level by six feet which should take about forty hours. Then, they will perform the test again while closely monitoring all equipment and lake levels.

NRC TMI-2 CLEANUP PROJECT DIRECTORATE WEEKLY STATUS REPORT FOR SEPTEMBER 29 - OCTOBER 5, 1986
- 1. DEFUELING
- Removal of end fittings from the debris bed continued throughout the week and was completed during the weekend. Twenty-two end fittings were removed using a three point gripper. Three were placed in fuel canisters, the remaining 19 were stored in five erd fitting storage drums. Removal of the end fittings has cleared the bed for additional core bcring.
- Pick and place defueling is now in progress and will continue until the licensee begins installation of the core bore equipment in about one week.
- Water clarity has improved significantly as a result of Defueling Water Cleanup System (DWCS) operations. Long-term water clarity continues to be a problem and is compounded by the short operational lifetime of DWCS filters. Efforts continue to solve the clarity and filter plugging problems.
- 2. ENVIRONMENTAL MONITORING
- US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and The City of Lancaster Agreement.
- The Lancaster water sample taken at the water works river intake and analyzed by EPA consisted of a seven day composite sample taken September 14 - 20, 1986. A gamma scan detected no reactor related activity.
- TMI water samples taken by EPA at the plant discharge (includes Units 1 and 2) to the river consisted of seven daily composite samples taken from September 13 - 20, 1986. A gamma scan detected no reactor related activity except.
- The EPA analyses of the NRC outdoor air sample for the period September 25 - October 2, 1986 showed that concentrations of Cs-137 and I-131 were below the lower limit of quantitative detection (LLD) for the system. The LLD varies around a value of IE-13 uCi/cc.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending October 3, 1986 Delegation to Region IV On Friday, September 26, 1986, the EDO signed a final rule package which will delegate the licensing authority for the United States Air Force materials license to Region IV. This action is consistent with a similar delegation of authority for nearly all other Federal licensees in April 1985.
An announcement is expected to be published in the Federal Register on or about October 8, 1986.
Dry Spent Fuel Storage FW Energy Applications, Inc. , (a Foster-Wheeler Company), has submitted a topical report for the design of a modular vault for dry storage of light water reactor spent fuel. Storage of spent fuel would be either in an air or nitrogen atmosphere depending upon initial fuel clad temperature conditions.
The report is docketed under Project No. M-46.
N4C/00E Meeting on Transportation Packaging On September 23, 1986, representatives from NRC and DOE met pursuant to the NRC/00E Procedural Agreement on Spent Fuel and High-Level Waste Transportation Packaging (48 FR 51875), to exchange information on the activities of each agency regarding transportation packaging. Representatives of DOT also attended. NRC presented the status of the Modal Study and packages currently on the certification docket. DOE presented an update of the Cask RFP, and discussed some technical issues associated with spent fuel and casks. DOT discussed plans for future regional nuclear workshops.
Safeguards Regulatory Effectiveness Review (RER) Scheduled for Big Rock Point The NMSS safeguards staff, assisted by U.S. Army Special Forces personnel, is scheduled to conduct an RER at the Big Rock Point nuclear plant from October 6-10, 1986.

2 Proposed FBI Criminal History Rule Draft comments from CRGR were received on Tuesday, September 30, 1986. Staff incorporated appropriate changes on Wednesday, October 1, 1986. After office concurrence, the package will be submitted to the EDO for transmittal to the Commission. The OMB clearance package for the FBI fingerprint cards was completed and delivered to ADM on Monday, September 29, 1986. Once the Commission has approved the proposed rule for publication, ADM will submit the clearance request to OMB.
Visiting International Scholar Mr. Guo Zede, Hydrologist from the Peoples Republic of China will arrive in the Division of Waste Management in October for one year's work under the Hydrology Scholarship Program. Dr. Mike Fliegel, Hydrology Section Leader will direct Mr. Zede's work.
DOE Low-Level Waste Participants Meeting Representatives of NRC attended the DOE LLW Participants Meeting on September 25, 1986 and presented papers concerning mixed waste alternatives to shallow land burial and low-level waste disposal site records. State and Compacts appear to be beginning to make progress toward addressing the Low-Level Waste Policy Amendments Act.
DOE Meeting Robert Browning and John Linehan, Division of Waste Management, had a meeting with Messrs. Isaacs and Kale, DOE OCRWM Management on October 1. The purpose of the session was to discuss the prelicensing interface between NRC/ DOE and mechanisms to make the interface more effective and better focused on resolution of issues. Agreements were reached on future interactions prior to issuance of site characterization plans, particularly in the area of QA, where it was agreed that NRC would conduct mini-audits of discrete areas of OCRWM's program in the near future, and brief DOE's new management on lessons learned from reactor QA experience.

Congressional Hearing The Director, IE and other senior NRC management presented testimony and responded to interrogotories before the Subcommittee on Oversight and Investigations of the Comittee on Energy and Commerce. The hearing focussed on the status of activities and NRC oversight at the Browns Ferry, Sequoyah, and Watts Bar TVA facilities.
- b. Sequoyah Fuels The Director, IE issued an Order Modifying License, Effective Imme-diately, to Sequoyah Fuels Corporation based on NRC's findings regarding the January 4,1986 accident. In addition to the need for significant improvement in the licensee's control and supervision of licensed activities, especially those regarding the filling and preparation for shipment of UFg cylinders, other areas requiring corrective action had been identified: training and supervision, adequacy of plant staffing, and followup of health impacts on licen-see personnel exposed to uranium from the accident. The NRC had determined that additional oversight of facility operations is necessary to provide reasonable assurance that the licensee will be in compliance with Commission requirements if the facility is permit-ted to resume operations. The Order does not authorize restart.
- c. Civil Penalties Paid (1) Florida Power Corporation (Crystal River) in the amount of
$50,000 based on a violation involving a breached vital area barrier. (EA 86-22)

OFFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest Week Ending October 3, 1986 International Workshop on Reactor Vessel Dosimetry An international workshop on reactor vessel dosimetry was held at the Shearon Harris Energy and Environmental Center in Raleigh, N.C. sponsored by the LWR-Pressure Vessel-Dosimetry Improvement Program of RES. Benchmark experiments and dosirretry tests were discussed which are being conducted (1) by the UKAEA at Winfrith on cavity dosimetry and shielding. (2) by the CEN/SCK at Mol, Belgium, on fission density predictions in low leakage cores, and (3) cavity dosimetry testing in H.B. Robinson and Davis Besse reactors.
The final result of the research, which will be reviewed in several more similar workshops both in the U.S. and abroad, will be reference benchmarks for use by licensees and the NRC to assure the accuracy of predictions of neutron fluence in reactor vessels. The ultimate application is to assure vessel safety under accidents such as PTS.
8th Annual DOE-Sponsored LLW Disposal Information Meeting Edward O'Donnell and Martin Weinstein of the Waste Management Branch /RES participated in the 8th Annual DOE sponsored LLW disposal information meeting in Denver on September 22-25, 1986. This annual meeting brings together the researchers and regulatory officials of states and Federal agencies to explore developments in LLW disposal over the preceding year. Three RES contractors reported on ongoing work on alternatives to shallow land burial, enhanced runoff covers for LLW, and a modeling experiment at Chalk River. Other discussions involved enhanced waste forms, prediction of facility performance, technology of alternatives to shallow land burial, treatment of mixed hazardous / radioactive waste, and the formation of state compacts for LLW disposal. There was a significant amount of discussion concerning the progress l in establishment of state compacts for LLW disposal. Economics favor a few i number of compacts where generation capacity is large but politics mitigate l towards a large number of smaller compacts.

, 2 Continuing Experimental Capability (CEC)
A study evaluating the technical benefits and problem areas with six different scaling approaches to integral thennal hydraulic facility design is nearing completion. This study, performed at INEL, will form one basis for design of future integral facilities. In October, 1985 a group of experts from DOE laboratories, NSSS vendors, universities, DOE and NRC met to discuss the scaling approaches to be evaluated by INEL and the evaluation methodology.
This same group met again in September 24-25, 1986, to discuss the results of the study and to make recommendations for completion of the scaling study as well as further tasks needed in order to make valid decisions on the optimum scaling approach to future facility design. Perhaps the most important recomendation of the group was to stress multidimensional data needs in an integral experiment and the need to evaluate tradeoffs among system pressure, the core power level simulated (e.g. full power or decay heat levels) and the size of the facility, given a fixed budget for facility construction and support systems. A future report will develop and justify a specific recommendation for future facility design. The final scaling study report should be published in November - December 1986 and a facility design recomendation report completed in FY 1987.
ECCS Rule Revision (10 CFR 50.46 and Appendix K)
On September 30, 1986 NRR provided concurrence on the proposed ECCS rule as revised in accordance with CRGR coments. OGC concurrence is also expected shortly. It is expected that the rule package will be sent to CRGR for their final approval later this week.

3 Emergency Preparedness for Fuel Cycle and Other Radioactive Materials Licensees (Parts 30, 40, 70)
In 1981 the NRC issued orders to certain fuel cycle and other radioactive material licensees requiring them to submit comprehensive onsite radiological emergency plans. Subsequently, a rulemaking was initiated to place a requirement for emergency plans in the regulations.
Publication of the proposed rule is awaiting Commission action. Commissioner Asselstine has disapproved publishing the rule for comment.
Standards for Protection Against Radiation (Part 20)
Radiation protection philosophy and technology have changed markedly since the present Part 20 was promulgated nearly 30 years ago. A complete revision is necessary to provide better assurance of protection against radiation; establish a clear health protection basis for the limits; reflect current information on health risk, dosimetry, and radiation protection practices and experience; provide NRC with a health protection base from which it may consider other regulatory actions taken to protect public health; be consistent with recommendations of world authorities (ICRP); and apply to all licensees in a consistent manner.
The draft backfit analysis was published in the Federal Register for public comment on August 29, 1986. The comment period on the proposed revision to 10 CFR Part 20 was extended to October 31, 1986, in order to provide a concurrent 60-day comment period on both the draft backfit analysis and the Part 20 proposed revision. Analysis of more than 500 public comment letters received to date is in progress.

Darrel Nash gave a talk on September 24, 1986, at a meeting of the National Indian Nuclear Waste Committee at the Annual Meeting of the National Congress of American Indians in Phoenix, Arizona. The topic was the background of and current status of renewal of the Price-Anderson Act. There was substantial interest in how high-level waste would be covered under Price-Anderson, particularly in transportation.

The Commission, by a 4-1 vote, approved an Order responding to Petitions for Review of ALAB-832.
The Order takes review of three issues, (1) Contention 22B, (2) the ruling on planning for hospital evacuation in the EPZ, and (3) Contention 22C.
Commissioner Asselstine disapproved, indicating that he would not have taken review of any contentions.
(Subsequently, on September 19, 1986 the Secretary i signed the Order).
II. SECY-86-57B/C - Comanche Peak Construction Permit Extension The Commission, by a 5-0 vote, approved an Order responding to a question certified to it by the Atomic Safety and Licensing Appeal Board regarding the admissibility of a contention into a construction permit extension proceeding.
The Order provides the Appeal Board with guicance for its determination on the admissibility of the consolidated intervenors contention. Commissioner Bernthal provided additional views.
(Subsequently, on September 19, 1986 the Secretary signed the Order).
III. Pacific Gas & Electric Company - Stay of Defuelding Request The Commission, by a 5-0 vote, approved an Order referring a stay request to the staff for its consideration as a request for enforcement action under 10 CFR $2.206. The staff was directed to act
