. HIGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING SEPTEMBER 19, 1986 Shoreham WALK, a Long Island radio station has withdrawn from an agreement' with LILCO to be the Emergency Broadcasting Station in the event of an emergency at Shoreham. On September 16, 1986 LILCO infonned the Licensing Board of WALK's withdrawal.
Revision 8 to the Shoreham EP will address an alternative relocation center as a result of the resolution by the Nassau County Board of Supervisors to bar LILCO's use of the Nassau Coliseum as the relocation center for its EP.
Revision 8 to the EP will be submitted to the NRC by September 22, 1986. A discussion of WALK's withdrawal will be provided in the transmittal letter for Revision 8. However, it will not address any resolution to the problem created by WALK's withdrawal.
1 North Carolina Selected as Host State On. September 11, 1986, the Southeast Compact Commission met in Atlanta,
, Georgia, and voted to designate North Carolina as the host state for the i next regional low-level waste disposal facility. The vote was 14 to 2, the only opposition being from the two North Carolina representatives on the Commission. The Designation of North Carolina was heavily based upon a regional screening analysis conducted by Dames and Moore which ranked the state first among the other member states of the Southeast Compact Commission.

Indian Point 2.206 (NYPIRG Petition) l On September 17, 1986 FEMA provided a negative finding regarding the adequacy of emergency response plans at Indian Point to protect school children based on plan submittals and exercises which occurred 4
prior to August 12, 1986. FEMA indicated that corrective actions are i
continuing and that a remedial exercise which may affect some issues concerning the protection of school children is to be scheduled later in 1986. FEMA proposed to submit a supplemental finding on the school children issued on February 1, 1987. IE staff and Region I are evaluating FEMA's finding to determine what further actions will be needed.

OFFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending September 19, 1986 Limerick The ASLB has issued a supplement dated September 5,1986 to the Third Partial Initial Decision. The supplemental PID decides the issue of availability of school bus drivers for the emergency evacuation of two school districts which had been remanded to the ASLB. The Board found that the licensee's arrangements for maintaining a pool of 200 or more bus drivers to assist in the evacuation
- of the two school districts in conjunction with the plans and resources already in place meets the NRC's regulatory requirements and provides reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency.
Diablo Canyon Nuclear Power Plant e Late Tuesday, September 16, 1986, the San Luis Obispo Mothers for Peace and the Sierra Club filed a petition in the U.S. Court of Appeals requesting an emergency stay to prohibit PG&E from loading spent fuel into the Unit 1 fuel pool using the original racks. These racks have been reinstalled by welding the feet to embed plates instead of bolting them to the plates as in the original installation. Petitioners state that this is contrary to the Court's Order of September 11, 1986. Petitioners are also filing a request with the NRC to order PG&E not to load fuel prior to NRC review, with public hearings, regarding the reinstallation of the racks by welding.
Shoreham WALK, a Long Island radio station has withdrawn from an agreement with LILC0 to be the Emergency Broadcasting Station in the event of an emergency at Shoreham. On September 16,1986, LILC0 informed the Licensing Board of WALK's withdrawal.

Hope Creek Generating Station At 2006 hours0.0232 days <br />0.557 hours <br />0.00332 weeks <br />7.63283e-4 months <br />, September 11, 1986, Hope Creek commenced a Loss of Offsite Power Test (from 21.5 percent rated thermal power). All reactor control systems operated properly in response to the reactor scram and no automatic ECCS actuations were required. The test was terminated at 2010 hours0.0233 days <br />0.558 hours <br />0.00332 weeks <br />7.64805e-4 months <br /> after it was realized that the Reactor Auxiliary Cooling System (RACS) pumps had SEPTET 1BER 19, 1986 ENCLOSURE B
tripped and could not be restarted. The RACS supplies cooling water to the drywell Goolers.
In addition to loss of the RACS, other problems noted during the test include:

1 NRC TMI-2 CLEANUP PROJECT DIRECTORATE WEEKLY STATUS REPORT FOR SEPTEMBER 15 - 21, 1986
- 1. OEFUELING Removal of the internals vent valves continued; seven of the eight valves have been removed. The remaining valve hold-down has stripped threads and will have to be cut with special tooling.
Removal of the vent valves provides an improved access path to the reactor coolant system loops and the lower reactor' vessel head.
Poor visibility continues to impede defueling progress. Attempts were made to improve water clarity using a bag type filter installed in the Fines / Debris Vacuum System. The licensee is evaluating the data from tests of the filter.
- 2. PLANT STATUS The reactor remains in long term cold shutdown, vented to the atmosphere. Core cooling is by natural heat loss to ambient building atmosphere, average air temperature of 55 F. The average reactor resistance temperature detector reading is 71 F.
The airborne radioactivity on the defueling platform above the reactor vessel is about 8.0 E-7 uCi/cc tritium and 1.1 E-12 uCi/cc particulates, predominately cesium-137 and strontium-90. About 15 foot of water over the core region and 6 feet over the carousel holding the defueling canisters provide shielding.
- 3. ENVIRONMENTAL MONITORING US Environmental Protection Agency (EPA) sample analysis results show that TMI site liquid effluents are in accordance with regulatory limits, NRC requirements, and The City of Lancaster Agreement.
The Lancaster water sample taken at the water works river intake and analyzed by EPA consisted of a seven day composite sample taken August 30 - September 6, 1986. A gamma scan detected no reactor related activity.
TMI water samples taken by EPA at the plant discharge (includes Units 1 and 2) to the river consisted of seven daily composite samples taken from August 30 - September 6,1986. A gamma scan detected no reactor related activity except for the sample taken August 31 to September 1. This sample contained detectable I-131 at a level of 2 pico curies per liter. This was equal to the I-131
- levels detected at the intake which indicates an off island source.
The EPA analyses of the NRC outdoor air sample for the period September 11 - 19, 1986 showed that concentrations of Cs-137 and 1 1-131 were below the lower limit of quantitative detection (LLD) for '
the system. The LLD varies around a value of IE-13 uCi/cc. :

- 4. AUXILIARY AND FUEL HANDLING BUILDING ACTIVITIES Start-up testing of the sludge transfer system continues.
Hands-on decontamination continues in the annulus area between the reactor building and fuel handling building.

The Governor of North Carolina indicated in a press release that the Commission's picked fairly. decision would be reviewed to assure that North Carolina was Negotiation to Close Sheffield Site Negotiations to close the Sheffield Low-Level Waste Facility are proceeding.
The three parties, US Ecology, Illinois, and NRC are attempting to reach agreement on site closure issues and thus not have to resort to an ASLB hearing. The joint US Ecology / Illinois proposal due September 15, 1986, has been delivered to the NRC.
Exxon Nuclear Co. Inc.
On September 15, 1986, Exxon Nuclear Co. representatives met with NRC staff to inform them that discussions are underway regarding a possible business relationship with Kraftwerk Union A.G. (KWU) in the nuclear fuel technology and related services areas. These discussions encompass technology licensing, manufacturing, service arrangements, and a KWU equity interest in Exxon Nuclear.
"KWU, a wholly owned affiliate of Siemens A.G., is an international supplier of fossil power plants and nuclear power plants with both Pressurized and Boiling Water Reactors. It manufactures nuclear fuels for both types of reactors and provides a full range of power plant and fuel services. KWU operates worldwide principally outside the U.S."
DOE /NRC MEETING ON PHYSICAL PROTECTION REQUIREMENTS Representatives from DOE and NRC met on September 16, 1986, to discuss present and future physical protection requirements for spent fuel shipments. NRC representatives provided the status of the ongoing final rulemaking to modify the spent fuel physical protection requirements in 10 CFR Part 73. DOE representatives expressed their views on physical protection requirement needs for future shipments under NWPA.

- Topics for the meeting included discussions on uncertainty methodology and the 4
relationship between the ECCS Rule, Regulatory Guide and the: Compendium of ECCS
, Research for Realistic LOCA Analysis. The ACRS was in general agreement with
! _ the proposed rule and is in the process of preparing a letter to the Commission j setting forth its recommendations.
International Code Assessment and Applications Program (ICAP)
The ICAP program is a five year international cooperative. reactor safety research program which is providing an independent assessment of the NRC's
, themal hydraulic computer codes developed for postulated LOCA and transients analysis. Currently RES has 11 effective agreements with European and Asian j countries, and 3 proposed agreements are under negotiation.
i Two important meetings have been arranged for the ICAP Program:
1 1. A panel meeting on uncertainty methodology, scaling capabilities and i appilcaDility of NRC's best estimate codes to NPP studies. The panel meeting will be held on October 9 and 10, 1986, in room 019, Nicholson Lane Building, 5650 Nicholson Lane, Rockville, starting at 8:30am.
- The objective of the expert panel meeting is to review a method for quantifying code uncertainty and deriving statistical parameters as well i as for evaluating scaling capabilities of NRC's BE codes and their l applicability to NPP safety studies. - A three-day "CSNI Specialist Meeting on Core Debris /Contrete Interactions" was
, held in Palo Alto, CA, September 3-5, 1986. The conference was sponsored by the Comittee on the Safety of Nuclear Installations (CSNI) of the Organization i
for European Economic Co-operation and Development (OECD) and hosted by the Electric Power Research Institute (EPRI). Approximately 60 attendees
. representing 8 countries reviewed the status of international research on the
)'
physical and chemical interactions between high-temperature core debris and concrete. The manner in which these phenomena affect containment loading and the ultimate radiological source term was emphasized. Three NRC staff members participated, two from RES and one from NRR, along with a number of NRC contractors. Twenty-six technical sessions were presented and discussed. Both experimental and code-development aspects were covered with respect 'to such
, items as Thermal-Hydraulics, Fission Product Aerosol Release and Transport, i
Containment Loading, and the risk-related uncertainties associated with these phenomena. At the close of the Thursday p.m. session, a brief but comprehensive review of the Chernobyl accident was presented by an EPRI representative who had attended the Vienna meeting sponsored by the IAEA. The l cer.ferer.cc was summarized by brief presentations by the session Chairmen and a panel discussion was held. In a post-meeting conference, the session chairmen and members of the summary panel convened to draft a summary statement of the findings and the results of the meeting. This document should provide important guidance in the evaluation of our current level of understanding and
- in the formulation of future research plans aimed at resolution of this very i
important reactor-safety research technical issue.
- NDE Qualification
! Inspection by ultrasonic test (UT) methods of BWR stainless steel piping has
! been subject to much review, and improvements in the past several years. One j of the most important steps is the requirement for performance demonstration by 1 inspectors of their ability to reliably detect, accurately size and correctly j " call" flaws and defects in piping. Research conducted by PNL under contract i from the DES Materials Branch has shown the level of reliability that can be expected from most inspectors, and the level of accuracy for sizing and 4

" calling." Recommendations for improving the " qualification" process for inspectors, equipment and methods have been placed by RES before the ASME-XI Subgroup on NDE for acceptance into the code. Using the RES information as a basis, action was taken at the September 9-10, 1986 meeting of the NDE Subgroup, to accept a revision of the existing code case N-409 for performance demonstration requirements for all piping, not just for inter-granular stress corrosion cracking, and to accept a new code case on personnel training and qualification requirements. By such acceptance, the Subgroup resolved questions of specimen types, and numbers of flaws and test specimens for the demonstration trials. Both of these code cases have now been placed on the agenda for consideration at the October 1986 Section XI Subcommittee meeting.
Prompt acceptance of these code cases by the Section XI SC will benefit NRC by the early industry-mandated improvements in inspection quality and reliability.

ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING SEPTEMBER 19, 1986 Foreign Visitors On Thursday Mr. F. B. Ali, Head of Plans and Operations in the Office of Emergency Planning for the Province of Ontario, Canada, toured the NRC Operations Center and met with representatives of IRB/DEPER/IE to discuss its functional capabilities. Mr. Ali, who has been involved in the Canadian evaluation of the Chernobyl accident, also met with NRR representatives to exchange information in this area.
_ On Friday Mr. Dah-Wei Ling, the Executive Secretary of the Taiwan Power Company's Emergency Planning Executive Committee, met with representatives of DEPER/IE to tour the NRC Operations Center to discuss NRC's emergency response responsibilities.
On Friday Mr. Brian Ponsford and Dr. Frank Feates of the UK Department of Environment met with NMSS to discuss various high- and low-level waste management issues and the regulatory environment in which they are handled. This visit was in follow-up to a June 1986 visit by Mr. Waldegrave, MP, UK Minister for the Environment, who expressed an interest in establishing a closer exchange of views on waste management between his technical staff and NRC.

- 1. AE0D has issued a technical review report entitled, " Occurrence of Events Involving Wrong Unit / Wrong Train / Wrong Component - Update Through June 1986." The report updates the list of events that resulted because an action was performed on the wrong unit, the wrong train, or the wrong component. The report adds 30 events to the prior total of 120 events for the period 1981 through 1985 and 60 events for the first six months of 1986. The apparent high rate of occurrence in the first six months of 1986 may reflect the improved investigation and reporting of the details of causes of events, rather than an increase in event occurrence. The numbers of events confirm earlier observations that (1) there does not appear to be an ongoing reduction in the number of events, and (2) plants with little operating experience (less than two years from initial criticality) seem to experience a disproportionately high number of these events.
