SHOREHAM OL ISSUANCE - UPDATE OF OPEN INSPECTION ITEMS RECOMMENDED AS LICENSE CONDITIONS 4
i Enclosed is the current list of open items remaining from Region I inspections at'Shoreham which should be considered for license conditions.
There remain no 2
open items from Region I inspections which would preclude low power license issuance.
The Final Security Agreement between LILCo and Suffolk County was resolved with Revision 9 to the Physical Security Plan, submitted on November 5, 1984, and subsequently approved by NMSS.
All construction deficiencies have been resolved.
The issue concerning corrosion of components in the suppression pool was evaluated by the Region I technical staff. Based on our review, we see no safety concerns precluding operation through the first scheduled refueling outage.
Attachment I lists a total of five open items for which we recommend closure prior to various phases of operation.
Solution of HPCI isolation by the steam leak detection system af ter a loss of power is recommended prior to Phase III heatup, and two items are recommended for resolution prior to exceeding 5%
power (Phase IV). There are items still open related to emergency prepared-ness, but these are not included, since litigation is still in process with ASLB. The same applies to TDI diesel issues, which have been referred to the NRR Task Force.
The remaining two items are recommended for resolution prior to completion'of the first refueling outage, e..c.

Replace the timers associated with area temperature monitors to a.
prevent isolation of the High Pressure Coolant Injection system steam supply caused by a loss of offsite power to, and subsequent re-energization of, the steam leak detection system (Unresolved Item 84-32-01).

Resolve the issue of tripped relays which disable diesel generator a.
automatic starting, as occurred during testing on August 21, 1984.
