1 This forwards, as an enclosure, Region I's input to your response to Chairman i i Palladine's Memorandum for the EDO dated October 18, 1984 regarding the finan-cial qualification of LILCO, as this relates to the Licensing Board's recommen-

! , dation to the NRC staff in their dismissal of the contention related to finan-cial qualifications.

. Regional Management', including the Regional Administrator, have visited the site on numerous occasions during the past two years, touring the plant with a focus on both hardware and the readiness of licensed operators. A recent SALP seating held on June 6, 1984, afforded us this opportunity again, and these and other issues were discussed with LILCO management. While there have been auch publicized accounts of LILCO's financial status, and measures have been recently taken to taprove that status (e.g., PSC rate hikes, reassessing owner-ship in Nine Mile Point Unit 2), there is no evidence which indicates that the design, construction and preoperational testing of Shoreham is, or has been, adversely affected by the financial condition of the company.

fty conclusion is that there have been no safety problems which have arisen as a result of financial difficulties, based on our reviews conducted to date.
