It is my opinion that the ability of inspectors to conduct inspections on safety-related equipment is enhanced rather than degraded as a result of the current technical training curriculum.

This matter was evaluated when the purchase of the BWR-6 simulator was being considered as reflected in the enclosed exchange of correspondence between R. Starostecki, myself and J. Gagliardo.

I agree that no further action on this differing professional opinion is needed.
