Views of Kenneth A. Raglin on Request for Convening of an Impartial Peer Review Group to Consider DP0 by C. D. Evans dated August 27, 1986 I have again spoken with Mr. Evans to further explore and probe his views relating to his differing professional opinion. His refocused concerns, as expounded during this second meeting, are that plants of the BWR/6 design represent a small fraction of the total BWR plants and that the BWR/6 control room design is atypical of the majority of control rooms found at BWR plants.

Mr. Evans did not supply any.new information or raise any' issues which have not been previously evaluated at the highest agency levels.

The basis of the differing professional opinion by Mr. Evans continues to be the stroneous assumption that the TIC inspector training can, under any circumstances, make a potential inspector so knowledgeable about his particular unit that no site specific familiarization is required. It is an established fact that such site specific familiarization is definitely required for resident inspectors no matter which BWR product line and/or simulator is used for the TTC BWR technology training.

I do not feel that the convening of a peer review group in this particular case is necessary, based of the thorough prior evaluation of these issues. I again consider that no further action is required in response to this differing professional opinion.
