FLA'4 EVALUATIO;i AND REPAIR The following guidance on the above subject is forwarded in response to your memorandum of April ll, 1980. The subject matter relates to the NRC's position on the evaluation / repair of flaws or indications of flaws that may be identified through casual or non-mandatory examination procedures.

It has been the NRC's traditional position that defects / flaws / indications in hardware must receive, as a minimum, an evaluation to determine their significance.

The method of detection, whether or not specifications required that method, is irrelevant to the finding or to the possible follow-up actions that the evaluation might suggest. Defects / flaws /in-

. oications once identified cannot be disregarded. This does not mean that

repair is required in every case.

Obviously the licensee has the ultimate responsibility for either performing the evaluation directly or seeing to it that an evalu-ation is in fact performed.
