i f IITTPODUCTION The Shoreham Nuclear Pomr Station received a low power license to allcu testing to 5% power on July 3, 1985. Testing was succcesfully conducted and a source outage began on October 8, 1985. The source outage continued through the remainder of 1985. This Semiannual Effluent Release Report, subnitted in accordance with Technical Specification 6.9.1.7, covers the periods from July 1,1985 through September 30, 1985, and October 1, 1985 through December 31, 19ES. Meteorological data sumeraries for the whole of 1985 are included as'is an assessnent of offsite deses due to liquid and gaseous effluent for the whole year.

A. SUPPLEMENTAL INEDFFATION

1. Regulatory Limits Shoreham's effluent regulatory limits are defined in Facility Oper-ating License NPF-36, Shoreham Nuclear Power Station, Appendix A, Technical Specificatiens. '

a) Limits for gaseous effluents and noble gases are covered by Technical Specificaticns 3.11.2.1 and 3.11.2.2.

b&c) Iodines and particulates with half-lifes greater than 8 days in gaseous effluents are addressed in Techical Specifications 3.11.2.3.

d) Liquid effluent limits are described in Technical Specifications , 3.11.1.1 and 3.11.1.2.

e) In addition, the follouring radionuclides for liquid effluents had typical minimum detectable activities of:

Cr-51 4.0 E-7 uCi/ml Zr-95 9.0 E-8 uCi/ml Nb-95 4.5 E-8 uCi/ml Tc-99m 3.9 E-8 uCi/ml Ba-140 1.6 E-7 uCi/ml La-140 5.6 E-8 uCi/ml The following radionuclides in gaseous effluents had typical minimum detectable activities of:

2. Paximt::r. Permissible Concentrations a-d) Maxi:m permissible concentrations (MPC) are those specified in 10 CFP 20, Appendix B, Table II, Column 2. If an isotope is listed with values for SOLUBLE and INSOLUBLE states, the more conservative valve is utilized. For gaseous effluents MPCs were not used. Direct calculations of dose were utilized to satisfy Technical Specification 3.11.2.1.
3. Average Energy No isotopes above minimum detectable activities were measured in gaseous effluents. Therefore, there is no reportable average energy for this time period.
4. Measurements and Approximations of Total Radioactivity a-d) Sag les were collected in the manner and with the frequency prescribed in Technical Specifications Surveillance Requirements 4.11.1.1.1 and 4.11.2.1.2. Sagles were analyzed in accordance with Technical Specifications Tables 4.11.1.1.1-1 and 4.11.2.1.2-1 regarding both type of analysis and level of sensi-tivity. Most sagles were analyzed by garra spectroscopy with a Go(Li) detector. A liquid scintillation counter was used to analyze for H3, Fe-55 and Sr-89,90. Samples analyzed for iron and strontium underwent a chemical separation prior to counting.

Approved sag le collection and analysis procedures were followed.

, Analytical results are examined to ensure that the minimum i sensitivity levels required by Technical Specifications lower limits of detection have been met. Any identifiable peaks above background are quantified.

The methods above were used for batch releases. These methods cmbined with gross activity measurements on process streams and total flow for these streams were used for continuous discharges.

No estimate of percent total error is provided in Table 1A because all values for gaseous effluents were detemined to be less than required lower limits of detection (LLDs) . Counting LLDs reflect a two-sigma level of confidence. For liquid measurements, the overall error is estimated frcxn the tank sam ling error and from counting error at values close to minimum detectable activities to be approximately 50%. g

6. Abnormal Releases a) Liquid - None b) Gaseous - None on 6-18-85 the Reactor Building Standby Ventilation System (RBSVS) was tested as required by Technical Specifications 4.6.5.3.

During this period three spikes were noted on the ID11*RR-107 strip chart recorder for 1D11*RE022, the RBSVS low range effluent radiation monitor. At this time the plant was in a cold shutdown condition prior to low power testing. Spikes of the same nature were noted on the recorder within the several hours before RBSVS was initiated. We are reasonably assured that all these spikes can be discounted as electronic noise. Similar spikes also encountered at other times can be correlated to testing. The RBSVS is not a normal release point and therefore, no sample was taken. When one performs a calcuation treating these spikes as valid activity readings assuming Xe 133 and 1160 cfm flow, the total curies released is determined to be 3.6E-2 C1. The dose respting frce such a release was calculated to be less than 1 X

10 mrem at the site boundary. Due to the very small magnitude of the hypothetical dose under discussion an investigation to identify the cause of the spikes was discontinued. 'Ihis data was not included in Table 1 or in the population doses calculated in Table 4.

SW.IIGUAL RADIO 7CTIVE EFFI142.T RELEASE REPORT B - GASEOUS EFELLENTS 3rd and 4th Quarters of 1985 All sanples of caseous effluents were analyzed and determined to be at or below minimum detectable activities (MDA) for all radionuclides lis'ad in Shoreham's Technical Specifications. These MDAs were below the lower limits of detecticn required in Technical Specification Table 4.11.2.1.2-1. In addition, no other radionuclides were identified. Therefore, no entries were trade in Tables 1A, 1B or IC.

SDU M:iUAL RADIOACTIVE EFFLUH7f PILEASE REPORT E - RADIOIDGICAL IMPACT ON MAN 1985 Rt.diation doses due to the liquid releases repcrted in Table 2 were calculated using the LADIAP II ccanputer program. There were no liquid releases in the first half of 1985 and no gaseous releases in 1985 so the calculated doses represent the total for the year. Table 4 surinarizes the population doses for the total body and highest organ. Detailed shoreline doses and population doses are given in the following pages.

Direct radiation (as measured on quarterly TID's) made no contribution to offsite doses based on a conparison of 1985 dose rates with 1984 (preoper-ational) dose rates. The highest dose measured was 4.9 mrem / standard month at' indicator location 6Al conpared to the 1984 dose at the same maxinum locations of 5.1 mrem /starxiard month. Similarly, the average for all indicator locations was 3.8 mrem / standard month compared to a 1984 value of 3.9 mrem / standard month.

An assessment of the radiation doses from radioactive ;iquid and gaseous effluents for mernbers of the public due to their activities inside the site boundary is presented in Section 4.2 of the SNPS Annual Operating Report (Reference SNRC-1238) .

According to Technical Specification 6.9.1.7 the Semiannual. Radioactive Effluen" Release Report shall include any changes to the Process Control Program (PCP) and to the Offsite Dose Calculation Manual (ODCM) made during the reporting period. The following changes and the affected pages are hereby subnitted in cocpliance with this requirement.

A. Revision 1 to the PCP was a re-issue of the entire document in order to:

1) Generalize the description of dewatering practices to permit use of different vendor's containers.
2) Rerove the requirement for PH analysis of filter media to be dewatered;
3) Change plant procedure nuxbers and titles to reflect the formation of a new Radwaste Section within the planc organization.

B. Revision 7 to the ODCM replaced efficiency and linearity curves for the offgas radiation monitors 1Dll-RE-12A&B to accurately describe these

, properties for to the new Eberline detectors.

C. In accordance with SNPS Technical Specification 6.15, licensee-initiated major changes to the radioactive waste treat 2nent systems are presented hcre.

FUEL POOL CLEANUP FILTER REPIACEMENT (DOP 83-006)

Design Output Package (DOP)83-006 removed the Fuel Pool Cleanup (FPCU) cartridge filter system and replaced it with a Vacco etched disc filtering system.

1. A safety evaluation led to the determination that this modification could be acccrplished in accordance with 10 CFR 50.59 for the following reasons:
a. No change in required to the SNPS Technical Specificatiens because the Fuel Pool Cleanup System is not addressed in any Technical Specification.

b. Irrplemntation of this modification does not constitute an unroviewed safety question as defined in 10 CFR 50.59, because the i

FPCU system performs no safety function to achieve cold shutdown  !

or nitigate the consequences of an accident, and the Radwaste  !

Building houses no safety-related equipaent which may be damaged or othe mise rendcred inoperable by any failures or malfunction of the FPCU systen as it exists or as modified by this change.

The Padwaste building is designed as a QA Category I structure to  ;

preclude accidental release of radioactive material to the environs above those allowed by the applicable regulations.

However, the additional shield walls that constitute part of this modification have been designated Seismic Category II. To ensure that the GA Category I design of the Radwaste Building is not adversely affected by the new shield walls and door, an in-depth review was conducted. The conclusio t has been reached that the aMition of the new walls does not adversely affect the Radwaste Building design. The designation of the new shield walls as Seismic Category II, ensures integrity of the walls during a seismic event. This is consistent with the overall design approach for the Radwaste Building.

c. The mdification has been reviewed against the design presented in the Final Safety Analysis Report (FSAR) to ensure that the mdifi-cation at least maintains the stated safe:y and performance. This modification has no safety system interface.
2. In the interest of significantly reducing the volume of low level waste generated at the Shoreham Nuclear Power Station, LILCO replaced the cartridge type FPCU filters with an etched disc backflushable type filtration system.

This modification allows the FPCU filters to be on line almst continuously during refueling periods when filtration requirements may be greatest. This is possible because an automatic filter backwash is acecrnplished by discharging air into the filter vessel forcing filtered water in a reverse direction across the etched disc assemblies. The air accurulator is charged by a new air ccarpressor.

Sludge washed frcxn the filters is directed to a new backwash storage tank. Additional concrete radiation shielding is pmvided around the tank for personnel protection. The backwash fluid is periodically pumped to the spent resin tank in the solid waste system by a new backwash trancfer pump. A control panel is located in the radwaste i building frcrr which all filter system operations can be monitored and controlled.

3. Description The Fuel Pool Cleanup Filters (1G41-FL-005A&B) have been replaced with new etched disc type back flushable filters (FL 007A,B) and associated backflush control and process equipnent.

Each vertically mounted filter unit consists of a closed pressure vessel inside of which are stacked chemically etched discs. Each disc has one face etched to provide a predetemined flow path and crud loading. The discs are stacked on a mandrel and held in cmpression mechanically. The new filters are located in the Radwaste Building. The process piping has been modified accordingly.

The filter vessels are designed, fabricated, and code stamped in accordance with ASME VIII Division 1. Air operated valves are provided upstream and downstream of the filter for isolation prior to backwashing. Valve closure time is such that no severe hydraulic transients will result from filter isolation.

The backwashing cycle is initiated manually or autcraatically frm a control panel located on the 37 ft-6in, elevation of the Radwaste Building. The autmatic filter differential pressure set point is 35 psid. The backwash cycle is controlled by a prograrmable controller in this mode.

The filters are cleaned by backwashing the filter elements with water forced through the vessel with high pressure air, at 350 psig, from the air accumulation tank (TK-014). The force of the water renoves the crud. The crud, water and air then discharge to the backwash storage tank (TK-015) .

The air accumulator tank and cmpressor (C-011) are mounted on a ccmmon skid located at the 50 ft-61n. elevation of the Radwaste Building. The air accumulator tank is designed and fabricatc4 to the

.' same code requirements as the filter vessels, and has a design pressure and temperature of 375 psig and 125'F, respectively. The accumulator tank is sized for one coqalete backwash cycle, and is protected from over pressure by a relief valve set at 375 psig.

The accumulator discharge piping is routed to the filter vessels inlet and outlet piping inside the filter isolation valves, and is isolated from the vessels by air operate 3 valves.

The accumulator is charged by a two-stage piston type air empressor (C-Oll). The compressor has a capacity of 25.25 scfm at a maximun discharge pressure of 435 psig, and is capable of charging the accumulator tank to 350 psig in 10 minutes.

Filter effluent is directed to the backwash storage tank (TK-015),

located on the 19 ft-6 in, elevation of the Radwaste Building. The design pressure of this tank is 15 psig. The tank is designed and fabricated to ASME V111 requirements -- unstamped. The design includes a conical bottcm and an inlet nozzle angled to swirl backwash solids on the tank bottm. The backwash tank is sized to contain one week's filter effluent, under design conditions, with sufficient remaining vohm to pravent overpressurization should the vent line be blocked and filter backwash initiated.

A backwash transfer pump P-251 is provided to transfer the contents of the backwash storage tank to the spent resin tank in the solid waste system. The discharge piping will be connected to an existing spare nozzle in the spent resin tank, 1Gll-TK062. The transfer pump takes suction fran the conical botten1 of the storage tank, and has a design point of 50 gpn at 75 feet TDH. Connections are made to the transfer pump suction fram the radwaste water system to provide condensate for system flushing and pu:rp seal water. The piping arrangement also provides for recirculation of the tank contents.

The transfer pump is located adjacent to the backwash storage tank but separated by a two-foot thick concrete shield wall. The design Net Positive Suction Head (NPSH) requirement is 2 ft of water.

4. This modification will have no adverse environmental impcet on the air, land or water bodies near the site, and does not conflict with the assumptions or conclusions made in the Shoreham Environmental Report.

The radwaste structure is designed to contain spilled fluid from the various radioactive liquid waste tanks located in the building. The backwash tank cubicle (elevation 19 ft-61n.) has a drainage trench located along the west wall to collect leakage.

The building ventilation exhaust is directed through HEPA Filters continuously prior to release. The ventilatJ.on system effluent is also continuously sanpled and monitored for particulate radio-activity, downstream of the HEPA filters.

, Implementation of this modification will result in a reduction of radwaste generated at Shoreham, since only filtered material will be processed and shipped off site. No contaminated filter aid will be generated by the modified FPCU System.

5. This I,odification will not change the expected maximum exposure to a member of the public in unrestricted areas because shiptents of solid radioactive waste generated by the new Vacco filters must cenply with the sane transportation regulations which are designed to minimize exposures to the public.
6. The total amount of radioactive material transferred to the FPCU Systen during plant operation is unchanged by this modification. The total volume of waste generated iri the FPCU System, requiring processing, is significantly reduced, since only the backwash material will be processed and shipped off site.
7. Because the backwash storage tank may contain almost 1000 gallons of backwashed fluid, additional shielding around the tank is required.

The shielding design basis is consistent with the radiation zone requirements for this area of the radwaste building as shown on FSAR Figure 12.3.1-29. A sliding shield door is added to the entrance of the backwash tank and transfer pump cubicle. Adequate radiation shielding is provided to allow access to the backwash transfer pump located adjacent to the storage tank. The ambient dose rate at the transfer pump will be consistent with Zone IV Dose Rate Limits, i.e.,

less than 20 mr/hr.
