BEAVER VALLEY POWER STATION UNIT NO. 2 (BV-2) ENGINEERING

ASSURANCE (EA) PROGRAM INSPECTION REPORT 50-412/86-17

This letter conveys the results of the implementation inspection of the

review plan for the Duquesne Light Company (DLC) EA Technical Audit

(Ref. EA-lll, " Program for Completion of the Engineering Assurance In-Depth

Technical Audits of Beaver Valley 2 Project," dated April 23,1986).

The

inspection was conducted by the NRC's Office of Inspection and Enforcement and

consultants.

The inspection took place at the offices of Stone and Webster

Engineering Corporation (SWEC), Boston, Massachusetts from June 2, 1986 to

June 6, 1986.

The NRC's implementation inspection of the EA Technical Audit of BV-2 was

organized into five disciplines:

mechanical systems, mechanical components,

civil / structural, electrical power, and instrumentation and controls (I&C).

In each of these areas, the NRC inspector assessed whether the audit was being

conducted in accordance with the approved review plan and supporting procedures

and whether the audit was being conducted in sufficient technical depth and

detail to be an acceptable mechanism for providing additional a::surance that

the design of BV-2 complies with all licensing commitments and regulatory

requirements.

In addition, the NRC team evaluated the action taken in response

to concerns from the previous NRC inspections.

The NRC team finds that the EA In-Depth Technical Audit of BV-2 is being con-

ducted in accordance with the approved review plan and supporting audit plans

ard that the audits are generally being conducted in sufficient technical depth

to achieve program objectives.

Except for two items in the mechanical components

area (as noted in Encloture 2 to the enclosed inspection report), items identi-

fied in NRC Inspection Report 50-412/86-09, dated June 17, 1986, have been satis-

factorily acted upon or otherwise resolved with the NRC team and are considered

to be closed.

General and specific comments of the NRC team are provided in the enclosed

inspection report.

Resolution of the items identified in this report will be

determined by the NRC team during our final inspection of audit resdits and

corrective actions, currently scheduled for the week of September 22, 1986.
