SWEC-SQN-39 Federal Emergency Management Agency: Final Report

I. Introduction The Federal Emergency Management Agency's (FEMA) final report (reference 1) of the Sequoyah Nuclear Power (SQN) plant emergency exercise conducted on February 6, 1985, included two recommendations which were included as issues in the Stone & Webster Engineering Corporation (SWEC) systematic analysis, as follows

2. 402850819002-002 - Radiation Monitoring Deficiencies Information on the background, improvement actions taken, verification methodology, verification analysis, completion status, and pertinent references for these two issues are included in this report.

II. Verification of Issues A. A02850819002-OO1 - TVA Communications With State Radiological Health 4

Unit

1. Background FEMA reported that activities of the State Emergency Operations

! Center (EOC) were prompt and effective once the notification of alert status bras received from the plant. However, FEMA stated 3

that the radiation dose during the exercise could have been

reduced if TVA promptly communicated certain raw technical data l to EOC to enable EOC to perform its independent analysis of the j emergency conditions. In this way, EOC could have made its

~

offsite population dose calculations in parallel with TVA and

! thus eliminated a 15 to 30 minute time lag which occurred prior to recommerding evacuation. In addition, FEMA recommended that an additional telecopy machine would be helpful in expediting l message flow.

2. Corrective Actions Taken ,

SQN's Coordinator of Radiological Protection stated to Employee Concerns Task Group (ECTG) that the NRC also voiced (refer-3 ence 2) the same concern about prompt communication of data to the State's EOC. TVA met with the State of Tennessee represen-

, tatives March 5,1985, and agreed that TVA would provide the necessary dose assessment data promptly during future radio-i logical preparedness exercises. The SQN coordinator stated l that in two subsequent exercises the data has been provided.

3. Virificxtion Methodology The SWEC concern identified for ECTG verification was stated as follcws:

ECTG reviewed the FEMA documentation related to this issue and discussed improvement actions with SQN Emergency Preparedness personnel. The documentation review and interviews formed the basis for this verification activity.

4. Verification Analysis A suitable agreement between the TVA and State dose assessment
groups is now in place, and the data has been communicated in

! subsequent exercises. The recommendations for an additional telecopy machine was not addressed to TVA but to the State facility. ECTG did not perform additional verification activity outside TVA on this matter based on satisfactory

communications during two subsequent exercises.
5. Completion Status l This communication problem has been resolved. The SWEC issue can be closed.

l B. A02E50819002-002 - Radiation Monitoring Deficiencies b

1. Background FEMA recommended several improvements in the activities of the field radiological monitoring units:

  • Air samplers need calibration stickers l
  • Initial equipment check-out should use " checklists or SOPS"
  • Training is needed in map reading
  • Teams should mov9 to high ground when transmitting, or use other procedures for avoiding dead spots.
2. Corractive Actions Taken SQN's Coordinator of Radiological Protection showed ECTG that the report recommendations were directed to the State's field radiological monitoring teams, not to TVA personnel. The FEMA report states that FEMA Region IV staff will obtain a schedule of corrective actions from the State, and that FEMA Region IV will ensure completion by the State of the necessary corrective actions.

3. V*rificatien Methodology j The SWEC concern identified for ECTG verification was stated as 1

follows:

RIMS NUMBER ISSUE RIMS ITEM A02850819002 . FEMA Report (Field Radiation RIMS-001 Monitor)-missing calibration date of air sampler, inoperative equipment.

Insufficient training for checklist of equipment, map reading and communications.

ECTG reviewed the FEMA documentation related to this issue and discussed improvement actions with SQN Emergency Preparedness personnel. The documentation review and interviews formed the basis for this verification activity.

4. Verification Analysis ECTG verified that the FEMA documentation is directed toward the State of Tennessee or to county facilities, whereas NRC is the communicator to TVA of recommendations or requirements.

Based on the interviews with SQN personnel, it appears that TVA assists the State or county facilities in any way requested, and that TVA is working closely with these agencies. The ,

deficiencies in the FEMA report have been taken care of by the State as far as was known by SQN's coordinator, and no notification of any problem was communicated to TVA. In conclusion, the FEMA report stated that the exercise of February 6,1985, demonstrated the overall capability of the State of Tennessee and Hamilton and Bradley counties to protect l

the health and safety of the public in the event of a radiological emergency.

5. Completion Status TVA actions have been appropriate. State actions are monitored by FEMA. TVA is not aware of any current problem in this

! area. The SWEC issua can be closed.
