Memo frca M. L. Ernst and T. P. Speis to F. P. Gillespie and G. ' A. Arlotto,
Subject:
NRC Positions on Techncial i
Issues for NUREG-1150 and the IDCOR Issues, dated January 23, 1986.
In references 1 and 2, the Containment Systems Research Branch (CSRB) and Fuel Systems Branch (FSB) provided NRR a status update for each IDCOR issue involving short-term efforts of research and anal.yses performed by their respective branches.
The projected completion dates-provided therein call for all RES actions but one to be completed by December 31, 1985.
The purpose of this memorandum is to request an RES assessment of the results of the followup activities for each NRC/IDCOR issue which will not be covered in NUREG-1150, and to reouest that RES expedite any additional efforts which may be required to resolve these issues.
For those IDCOR issues which will be speci-fically addressed as one of the NUREG-1150 technical issues identified in Reference 3, a separate status update is not requested since this information is expected to be included in the draft NUREG-1150 position papers scheduled for the end of February 1986.
In order to maintain NRR's overall schedule for implementing the Severe Accident Policy Statement, we intend to resolve the issues with IDCOR by the end of April Each NRC/IDCOR issue will be documented in a sumary paper.
The summary paper will describe the differences between the IDCOR and the NRC~
calculations.
It will describe the current understanding ~of'the differencef.'s

MAR 0 41986,
1 If the differences are due to incorrect models or assumptions, they will be identified and corrective actions will be recommended.
If the differences are due to judgment, the likelihood that both the IDCOR and the NRC positions are within the bounds of todays knowledge will be discussed.
The suninary-caper will identify confirmatory work, if needed, to support final resolution of che issue.
The NRR representative will be responsible for preparing the summary paper with substantive input from the RES representative.
The NRR contact M r cach residual NRC/IDCOR issue for which we request RES input is identified m.
Please identify an RES counterpart for each of these issues.
To meet our intended objective, it is imperative for us to know within the next two weeks the status and resbits of all RES activities directly related to the resolution of the IDCOR technical issues. Accordingly, we request that DAE and DET provide a status update for each of the IDCOR issues to reflect the status and results of all pertinent activities and that sufficient priority be placed on the remaining staff actions to ensure the completion by March 31, 1986.
We wish to be informed if it appears that all the necessary work cannot be completed by that date, so that we may further assess the impact on issue resolution and allocate additional resources, if necessary.
In the updates it is important that RES provide their assessment of IDCOR's further investigation of each of the technical issues.
The IDCOR work is docu-mented in IDCOR Technical Report 85.2, " Technical Support for Issue ResolJtion,"
dated July 1985.
Documentation of the RES assessment will be incorporated into the summary paper for each issue.
Review of the IDCOR report should therefore, proceed in a timeframe consistent with the March 31, 1986 target date.
