SUBJECT:
NRC/IDCOR MEETING ON RISK CODES AND VALUE-IMPACT ANALYSIS As you may be aware, the n6xt in the series of NRC/IDCOR technical exchange meetings wi'.1 relate to the development and use of risk codes and to value-impact studies of severe accident prevention and mitigation features.
This mting will be held at Sandia National Laboratories on July 7-9, 1982, in Building 822, Conference Rooms A and 8.
For your infomation, the agenda and schedule for this technical exchange meeting are enclosed.
As the agenda indicates, the purpose of this meeting is to exchange detailed technical infonnation on two subjects.
First, the meeting will provide a forum for discussions on the principal computer codes expected to be used in support of the severe accident decision-making process (i.e., MARCH, MATADOR, and MAAP).
Second, discussions will be held on the methods for assessing values and impacts of severe accident prevention and mitigation features.
Both NRC and IDCOR view this portion of the meeting as a good opportunity to exchange technical viewpoints on this topic.
However, the IDCOR program has not progressed to the point where value-impact evaluations are being perfomed. Thus, it is expected that the NRC portion will be more results-oriented and the IDCOR portion will cover how such evaluations will be conducted and how they fit into the overall IDCOR program strategy.
IDCOR has indicated that it welcomes the chance to learn of the results and insights already gained through the NRC program performed by Sandia National Laboratories.
As most of you know, Sandia National Laboratories is located on Kirtland Air Force Base.
In order to speed your access to the base, it is important that the security staff have a list of meeting attendees prior to their arrival.
For this reason, if you plan to attend this meeting, please inform Mark Cunningham of my staff (FTS-443-5960 or 301-443-5960).
Sandia staff should inform Dr. Allan Benjamin, so that we will have a rough estimate of the number of attendees we can expect.

NRC/IDCOR MEETING ON RISK CODE DEVELOPMENT AND VALUE-IMPACT ANALYSIS July 7-9, 1982 Albuquerque, New Mexico
Purpose:
To exchange information available.to date on. risk codes and value-impact studies. The information exchange will include an update of where programs ar,e to date, where they are going, and the schedule for future activities.
Scope:
Risk Code information will be exchanged in three basic, areas:
1.
phenomena; 2.
.modeling of phenomena; and 3.
_ integration of modeling into the codes.
Phenomena to be considered include:
1.
thermal-hydraulics; and 2.
fission product behavior.
Value-impact information will be exchanged in the following areas:

benchmarking of plant risk; 2.

GROUND RULES FOR MEETINGS
- 4 During the May 11, 1982 meeting between NRC and IDCOR, a number of ground rules for the technical exchange meetings were developed.
These include:'
1.
Foreign research activities pertinent to the individual exchange meeting should be discussed.
(IDCOR is clearing this with its Steering Committee.)
2.
There must be a good exchange of information at these meetings.
3.
Information available 4t the time of a meeting will be discussed at that meeting.
If information is preliminary and unreviewed, it will be so marked and treated by those in attendance.
4.
Viewgraphs should be supplemented by written information (i.e., technical reports).
(IDCOR is checking on release of information with its Steering Group.)
5.
Typical topics to be covered in a meeting include:
interim and preliminary results, how to use, where programs are going, purpose of programs, expected results, equations, parameters, predictions, confirmatory test results, etc.
6.
Chapter 5 of NUREG-0900 is the focus for topics to be discussed at these meetings.
i 7.
Meetings are mainly an IDCOR exchange with NRC; EPRI will be invited to attend.
8.
An attempt will be made to schedule not more than one of these meetings per month. -
9.
The last hour of the technical meeting will be used to summarize agreements, disagreements, and plan for future exchanges of information and meetings.
10.
ACRS will be invited to attend these meetings as observers.
11.
DOE should be informed of these meetings for their information only.
12.
A detailed agenda with clear purpose and scope will be issued one month prior to the subject meeting for comment.
