Dear Mr. Chairman:
The Subcommittee on Energy and the Environment will conduct a hearing concerning Commission actions in response to the Janu-ary 31, 1986 earthquake which occurred in northeastern Ohio.
I would appreciate Commission testimony addressing the following items:
-h description of the January 31 earthquake.
-The seismic criteria upon which the Perry design is based.
-The nature of the seismic forces at the Perry site resulting from this earthquake.

-The nature, scope and extent of effects upon safety and non-safety related structures, systems, and components resulting from the January 31 event.

-The impact of this event upon the Commission's actions related to authorization of fuel load at Perry.
(Please be prepared to describe analyses and meetings (and participants therein including consultants to the NRC and licensee),
memoranda, reports, etc., which have led to Commission findings regarding the impact of the January 31 event upon the Commission's forthcoming licensing decisions pertaining to the Perry plant.)

-The implications of this event upon the Commission's seismicity assumptions including frequency of occurrence of earthquakes in excess of a specified magnitude.
Please be prepared to include in the hearing record data indicating whether the January 31 event caused seismic forces at the Perry site in excess of those specified in the seismic design for the Perry reactors.

Hon. Nunzio Palladino March 6, 1986 was used in obtaining the seismic force estimates, as well as a description of the process which was used in converting seismographic data into seismic force estimates.
The hearing will convene on April 8, 1986 at 9:45 A.M.' in a room to be announced.
