RULEMAKING PLAN: ELIMINATION OF 30-DAY DELAY IN LOADING SPENT FUEL AFTER PREOPERATIONAL TESTING (10 CFR 72.82(e))
As requested in David Morrison's July 19,1996 memo, OC has reviewed the subject rulemaking plan to eliminate the requirement that licensees submit a report of PREOPERATIONAL test acceptance criteria and test results at least 30 days before the receipt of spent fuel or high-level waste (for ISFSis and MSRs). Resources to complete the rulemaking and implement the rule as changed are included in the current NRC budget.
l Finding no outstanding resource-related issues, OC grants concurrence in the rulemaking plan.
