The Office of the Chief Information Officer has reviewed the subject proposed rule and concurs in it.

However, the rule modifies information collection requirements that must be reviewed by the Office of Management and Budget (OMB), Please complete and submit the attached NRC Form 670, *information Required for Making an insignificant Burden Determination," which solicits information about the significance of the change and whether or not the information collection is controversial, so that we may submit it and the rulemaking to OMB for an expedited review. We will apprise you of OMB's decision and whether or not a complete OMB review and approval are required. Publication of this rule will remain on hold with the Office i of Administration pending completion of OMB's review.

Please replace the Paperwork Reduction Act Statement"(PRAS) on page 5 of the Federa/Registerwith the PRAS below. However, should OMB decide that a complete information collection submital is required, we will provide the replacement PRAS that must be incorporated into the package before the ruto is published.

i This proposed rule decreases the burden on licensees by eliminating the requirement that a report of the preoperational testing of an independent spent fuel storage installation or monitored retrievable storage installation be submitted to the NRC at least 30 days before receipt of spent fuel or high-level radioactive waste,10 CFR 72.82(e). The public burden reduction for this information collection is estimated to average 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> per response.

Because the burden for this information collection is insignificant, Office of Management and Budget clearance 'is not required. Existing requirements were approved by the Office of )

Management and Budget, approval number 3150-0132.
