l Rovised Chairman's views on SECY-96-176 I have no objection to the proposed rulemaking activity plan. While I do not object to moving forward with the development of a rulemaking plan to shorten or eliminate the 30-day period in loading sp~e nt fuel after preoperational testing, I. note that continued vigilance is seded in the development of staff

.and industry guidance in the area of dry cask storage. Staff guidance in the form of a Standard Review Plan and Industry guidanca in tbn 4rrc of a Regulatory Guide should be robust and consistent to ensure that all appropriate areas are comprehensively evaluated. Specific emphasis should be placed on assuring that loading and unloading procedures for b)th normal and abnormal occurrences ar^ in place and appropriate. In addition, the staff should continue to provide extensive oversight presence during preoperational testing examining acceptance criteria and test results in real time.
