Relief from Inservice Hydrostatic Test Requirements - McGuire Nuclear Station, Units 1 and 2 By letter dated August 27, 1985 ycu requested relief from the hydrostatic testing requirements of ASME Code Section XI for portions of the Safety Injection System for PcGuire Nuclear Station, Units 1 and 2.

The request results from modifications for which confomance with certain Code require-ments is felt by Duke Power Company to be impractical. The modifications involve replacing discharge check valves for the ECCS cold leg injection accumulators, for reasons discussed in LER 369/85-11. There are no iso-lation valves between these check valves and the Reactor Coolant System, and valve orientation is such that hydrostatic testing is not possible.

In lieu of the required hydrostatic test, you propose nondestructive examinations consisting of radiography, ultrasonic testing, and surface examination of the welds.

The staff has detemined that relief from the inservice hydrostatic tests required by Section XI is justified.

Your alternative program of non-destructive examination and hydrostatic testino at prescribed 10-year intervals will provide an acceptable level of structural integrity. We agree that the specific requirements of Section XI of the ASME Boiler and Pressure Vessel Code,1980 Edition through Winter 1980 Addenda are impractical in this case.

Our Safety Evaluation Report is enclosed.

Accordingly, relief from the hydrostatic test requirements is VcGuire Units 1 and 2 as requested, pursuant to 10 CFR 50.55a(granted for g)(6)(i).

This relief is authorized by law and will not endanger life or property or the common defense and security and.is otherwise in the public interest given due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
