9. Dose Assesment to the Public On-site I There are no areas on-site that are frequented by members of the public that could result in cumulative doses in excess of that calculated as the maximum site boundary dose. The only area with access by the public is the Davis-Besse Administration Building that is located to the west of the plant on State Route 2.

Considering the frequency and duration of visitors, the resulting individual dose would be a small fraction of the site boundary I dose. Therefore, it is conservative to base the evaluations for compliance with Technical Specifications on the site boundary dose and maximum individual off-site doses as calculated in accordance with Section 2.2 and 2.4 of the Off-site Dose Calculations Manual (ODCM). Any public doses from on-site activities are negligible, being a small fraction of the maximum site boundary dose.

10. Inoperable RETS Equipment The following is a list of the monitoring equipment required under Davis-Besse's Radiological Effluent Technical Specifications which were inoperable for more than thirty days,
a. Gaseous Effluent Flow Instruments: FT1821 and FT1821A Declared Inoperable - October 30, 1985 Declared Operable - November 25, 1986 I Explanation: These instruments were found to be malfunctioning during calibration and were sent to a vendor for repair.

Replacement parts were not available so new monitors had to be I ordered. Facility Change Request (FCR) #86-0024 wae imple-mented for the installation of the new monitors.

b. Waste Gas System Oxygen Monitor: AI 5828B I Declared Inoperable - November 8, 1985 Declared Operable - Novemtsr 26, 1986 Explanation: The instrument is very senstive to moisture and the major problem encountered was the high moisture content of the sample being analyzed. The problem was alleviated with the I implementation of a new system with engineering capabilities to remove the moisture from the sample.

Station Vent Effluent Flow Transmitters: FT5090 and FT5090A Declared Inoperable - February 25, 1986 Declared Operable - Still out of service.

Explanation: The flow instruments were removed offsite for National Bureau of Standards calibration. After calibration the equipment remained out of service due to procedural revisions and repair maintenance.

e. Turbine Building / Storm Sewer Drain Radiation Monitor: RE 4686 Declared Inoperable - June 16, 1986 Declared Operable - September 11, 1986 Explanation: The equipment was subjected to debris, stones, g and sludge. This was a recurring problem and the storm lines 3 and instruments often required attention and cleaning. The installation of a particulate filter remedied this problem n (FCR86-0248).
