EVALUATION OF THE SECOND 10-YEAR INTERVAL INSERVICE INSPECTION PROGRAM PLAN REQUESTS FOR RELIEF - BRAIDWOOD STATION, UNITS 1 AND 2 (TAC NOS. MA1612 AND MA1613)

Dear Mr. Kingsley:

By letter dated April 17,1998, as supplemented by letters dated August 3,1998, and September 2,1998, the Commonwealth Edison Company (Comed) submitted the Braidwood Station, Units 1 and 2, second 10-year interval inservice inspection (ISI) program phn and associated relief requests. The second 10-year ISI interval for Braidwood, Units 1 and 2, began on July 28,1998 and October 17,1998, respectively. Comed requested that the staff expedite its review of Request for Relief Nos.12R-05,12R-07,12R-11,12R-12,12R-13,12R-14,12R-15, 12R-17,12R-25,12R-26,12R-27,12R 30 and 12R-31, in order to support work that is scheduled for the Braldwood, Unit 1, fall 1998 refueling outage, which includes steam generator replacement. By letters dated August 3,1998 and September 2,1998, Comed submitted Revisions 1 and 2, respectively, to the program plan, revised severalillief requests and withdrew Request for Relief 12R-27.

.The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed and evaluated the information provided by Comed related to the expedited relief requests. The staff adopts the evaluation and i

conclusions contained in the technical letter report (TLR) prepared by INEEL. The enclosed safety evaluation (SE) incorporates the TLR (attached).

The staff finds that the proposed attematives provide an acceptable level of quality and safety and hereby authorizes Request for Relief Nos.12R-05,12R-11,12R 12,12R-13,12R-15, Revision 2,12R-17,12R-25 and 12R-26 pursuant to 10 CFR 50.55a(a)(3)(i) for the second 10-year ISI interval. The staff denies 12R 31, Revision 1. Relief requests 12R 14, Revision 1, and 12R-30, Revision 1, were authorized by letters dated August 31,1998, and October 2, 1998, respectively. Relief request 12R-07 is still under staff review.
