O!A REPORT "DIABLO CANYON - ALLEGATION OF MISCONDUCT BY NCC EMPLOYEES" On February 10,198E, I received a copy of an OIA report dated October 21, 1985 and captioned "Diablo Canyon - Allegations of Misconduct of NRC Employees."
I have decided to appoint the three of you, with Guy Cunningham as Chairman, to a committee to carefully review the OIA report and advise me on the following poin,ts:
1.
Does the OIA report appear to consider all of the appropriate evidence?
(If the answer is negative, you are to advise me of that fact, but you are not to go outside the documentation provided by OIA and conduct any investigation of your own.)
2.
Are the OIA conclusions supported by the evidence? Are other conclusions equally (or more strongly) supported by the evidence?
3.
Does the report contain sufficient information for me to formulate a course of action? In particular, if the OIA conclusion quoted above is supported by the evidence, does the evidence also point to a conclusion regardine deliberateness? If so, wh'at is that conclusion? If not, is it appropriate to regtfest additional ' investigation by OIA?,Should additional investigation be requested for any other reason?
4.
