REVIEW OF OIA REPORT Dy memorandum of February 3,
1986, the Acting Director, Office of Inspector and Auditor, forwarded to me a report entitled, "Diablo Canyon -
Allegations of Misconduct by NRC Employees (Attachment 1).
Upon receipt of this report, I appointed a panel chaired by Guy Cunningham and consisting also of Denwood Ross and C. J. Heltemes to carefully review the and advise me-whether, in their view, all the appropriate evidence report had been considered and whether the OIA conclusions were supported by the Stello to Cunningham, et. al., February 11, 1986, evidence (meraorandum, ).
The panel's report is Attachment 3 to this memorandum.
I would like you personally to review the OIA report and the panel's comorandum to me and provide me any additional comments you care to make by f. larch 10, 1986.
