10 CFR PART 50 (9500112)
It'is necessary to extend the completion date for the proposed rule on-financial- assurance requirements for decommissioning nuclear power reactors -
from November 22, 1996, to March 31, 1997, due to the complexity of resolving l- comments from the advance notice of proposed rulemaking on the above subject.
l This ites was inclued in the last rulemaking activity plan as RES-CILP-13. "
The advance Reaister notice on April for proposed 8,1096. The commentrulemaking was period !ublished 1osed in the on June 24,Federal 1996, and the last comment was docketed by the Office of the Secretary on July 22, 1996.
When we published the advance notice for pro >osed rulemaking we did not anticipate the large number of comments or tie wide diversity of views held by o
'those who commented. The advance notice for proposed rulemaking attracted 650 comments from 42 respondents. The large number of comments and.the complexity of the issues raised are causing us to reconsider our analyses of the options originally identified in the rulemaking plan. The staff is currently working to resolve the comments received, and determine what revisions to the rulemaking plan may need to-be made to address the comments.
