L We have reviewed the subject draft regulatory guide and concluded that it contains information collections that require Office of Management and Budget (OMB) review and approval. However, we concur in its publication provided that you change the " Paperwork Reduction Act Statement' in paragraph 3 of the Introduction to attachment 1.
It is our understanding that RES is planning a rulemaking that will require licensees to submit an annual financial disclosure report, and that he report will require the information addressed in the subject draft regulat oy guide
-(RG) to be submitted t +he NRC. instead of being maintained on sue for review by the NRC inspectors. Should staff incorporate into the rulemaking the information collections contained in the guide, the RG and the rule will require OMB approval. The clearance package must be submitted to IRM in adequate time to ensure that IRM can complete its review and submit the package to OMB for receipt no later than the date the rule is scheduled for publication in the Federal Reaister.
Please note also that the information collections contained in the RG cannot be imposed on the licensees until after NRC has received OMB approval, irrespective of whether or not they are incorporated into the rule. Should
