Dear Mr. Mcdonald:

SUBJECT:

COMPLETION OF REVIEW FOR CONFORMANCE TO REGULATORY GUIDE 1.97 (GENERIC LETTER 82-33) FOR JOSEPP M. FARLEY NUCLEAR PLANT UNIT NOS 1 AND 2 We have completed our review of your responses to Generic Letter 82-33, dated December 17, 1982, relating to conformance with Regulatory Guide (RG) 1.97, Revision 2. By letter dated February 7,1985, we provided an interim report to you and requested that you provide additional information needed to finalize that report. We have reviewed your response by letter dated August 8, 1986.

Based on this response our consultant, EG&G Idaho, Inc., has provided a revised Technical Evaluation Report (TEP,) Revision 1, dated November 1986. The TER is attached to our enclosed safety evaluation. Our review of your submittals and the revised TER indicated that your actions are in conformance with RG 1.97, Revision 2, or your justifications for the noted deviations from the guidance are acceptable.

No response is needed to this letter unless you determine that the current Safety Issues Management System implementation dates of May 1988, and November 1987, for Units 1 and 2, respectively, require changes. The issue it identified MPA A-17.

Sincerely, Edward A. Reeves, Project Manager PWR Proiect Directorate #2 Division of PWR Licensing-A Office of Nuclear Reactor Regulation
