APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
The proposed changes to Sections 3.5.A.5 and 4.5.A.5 on page ll5a would eliminate the operability and testing requirements for the two recirculation pump discharge bypass valves.
These valves and their
~ associated piping are to be removed during-the January 1987 refueling outage at the recommendation of the reactor manufacturer, General Electric.
In addition, the removal of these valves and pipe will eliminate the potential for pipe failure due to intergranular stress corrosion cracking (IGSCC).
The proposed change page to the Technical Specification is Attachment I to this application.
The Gafety Evaluation for this change is included as Attachment II.
