James A. FitzPatrick Nuclear Power Plant Docket No. 50-333 Proposed Change to the Technical Specifications Regarding the Recirculation Pump Discharge Bypass Valves (PTS-86-09)

Dear Sir:

This application for an' amendment to the James A. FitzPatrick Technical Specifications proposes to change the Technical Specifi-cation regarding the recirculation pump discharge bypass valves (Sections 3.5.A 5 and 4.5.A.5).

The change would eliminate the operability and testing requirements for the two recirculation pump discharge bypass valves.

These valves and their associated piping are to be removed during the January 1987 refueling outage at the recommendation of the reactor manufacturer, General Electric.

In addition, the removal of these valves and pipe will eliminate the potential for pipe failure due to intergranular stress corrosion cracking (IGSCC).

These changes to the Technical Specification are required for the startup following the 1987 refueling outage.

The Authority requests that this application be approved by March 15, 1987.

Enclosed for filir.g are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachment I and II thereto, comprising a statement of the proposed change to Appendix A of the Technical Specificatione and associated Safety Evaluation.

In accordance with 10 CF't 50.91, a copy of this application and the associated attachmenta are being provided to the designated New York State official.
