         $UBJECT:                  POSSIBLE DUMPING OF URANIUM AND OTHER LICENSED MATERIALS IN LANDFILL                                                        i On February 22, 1994, Mike McCann received a telephone call from an individual who had called in a previous concern regarding Goodyear Aerospace Corporation (AMS No. RIII-94-A-0013). During this call, Mike was told of uranium buried at the Union Town Landfill in Ohio. The caller said the landfill is a Superfund site; number 4'on the list. An in-house check of documents revealed                           i an EPA notice in the Federal Register confirming the landfill as a Superfund                            {

site. Moreover, the notice discusses public concern regarding the burial of ~ radioactive materials in the landfill. The caller referred Mike to another individual to corroborate the presence of uranium in the landfill. Also on February 22, Mike McCann and I called this other individual to corroborate the presence of uranium in the landfill. The individual alleges that U-238, C0-60, Mn-54, tritium, americium, and plutonium have all been found in groundwater samples from the landfill. The samples were collected in August and December 1990 by USEPA and analyzed at PRC, an EPA contractor. The alleger claims that analyses with above-background levels of radionuclides have been unjustifiably invalidated by EPA (i.e., saying analysis technique  ; was improper) to deny that elevated levels of radionuclides exist. The  ; alleger believes there.may be untruths going on within EPA pertaining to this  ! site. As an exa ,s - retirement of ites fromwhat the EPAshetobelieves cover up to wrongbe the forced doing. In early g g addition, she c aims th audget cuts to portions of the EPA responsible for l this site havs served as some form of retaliation. Apparently the State of Ohio has performed some groundwater analyses, finding 3300 pCi/l in one well l and 6600 pCi/l in another; background in the region is 100-120 pCi/1. The l State did not analyze for individual nuclides, but performed only gross alpha and beta readings. The alleger claims,th cancer n the a surrounding the landfill are ' 7-8 times normal. ' To date, no core samples have been collected and analyzed at the landfill; only soil samples. The alleger says EPA .is. refusiD g to per rnfm the analyses because it would take too many borings.               -   The Atomic Energy Commission (AEC) issued License No. SNM-1461 to Goodyear Aerospace on January 14, 1974, (Part 2 of the application contained DOE "Secrat-RD" information) for research and development of uranium enrichment equipment (gas centrifuge).
              -   Handling of radioactive materials involved the use of uranium hexafluoride (UF.) in 50 lb. cylinders, which was piped into experimental centrifuges used to test different rotor designs. The centrifuges were located in a pit area in a blimp hanger (No. 91).          ,
              -   The centrifuge process produced both depleted and enriched uranium. All licensed material was procured from the U.S. Department of Energy (DOE) and upon completion of the experiment, the enriched and depleted uranium was transferred back to DOE.                                                  l
              -   The licensee monitored air and water effluents from the Wingfoot              I facility during this research from 1974-1985. NRC inspections in 1979 and 1982 verified that no effluent or airborne releases of radioactive materials either on-site or off-site exceeded the NRC limits.
               -  The licensee performed a close-out survey of the facility and requested termination of the license on January 16, 1985. The NRC requested its contractor, Oak Ridge Associated Universities (0RAU), to perform a confirmatory survey which was conducted from May through August 1986.
               -  The first two surveys identified areas within the facility which were contaminated above the NRC release criteria, the third and final survey concluded that all areas of contamination had been identified. ORAU performed final confirmatory surveys in June and August 1986. The areas identified as exceeding the release criteria during the first two surveys were found to have been remediated to below the NRC release limits. Therefore the site was released for unrestricted use.
               -  EarW Grimmett contacted NRC RIII in January 1994 with the concern that        !

exp?i?bre to radioactive material from the Goodyear operations had caused significant health problems in her and her children. She lived about l one mile east of the Goodyear Wingfoot facility. 4 I

               -   In response to) Grimmett's ; concerns, RIII conducted an inspection of the l

I* (. I i i l ' Goodyear faci 1 %y in April 1994. Radiation surveys were conducted in and around selected areas in blimp hanger No. 91. Nine water samples,  ! three soil samples, and one fish (catfish) sample were collected.

      -   Survey results of buildings and adjacent property did not identify any   ;

radiation levels that exceeded the NRC release criteria. Three areas of i fixed contamination were identified in the blimp hanger. All of these I areas of contamination were below the NRC unrestricted release criteria of 15,000 dpm, with the highest reading at 1200 dpm.  ; l l

      -    In June and July 1994, three more water samples, five sediment samples, !

three more soil samples, and two more fish were collected.

       -  The 12 water samples collected included: Wingfoot Lake; a 160 foot well and a 16 foot monitoring well located at the Wingfoot facility; and nine residential drinking water samples from local homes which included both municipal water and private shallow wells.                               j None of the water samples exceeded the U.S. EPA National Primary Drinking Water Regulations.

The six soil samples collected included: two samples from the discharge point of all storm water from blimp hanger No. 91 where it empties into Wingfoot Lake; two samples taken at the lowest discharge point for all sewerage discharges from blimp hanger No. 91; and two samples collected at the Wingfoot Lake discharge point.  ! None of the soil samples exceeded the NRC release criteria for uranium, and the uranium concentrations found in the samples were within the range normally found in environmental soil samples.

       -  The five sediment samples collected from Wingfoot Lake included: three   ;

samples collected offshore from where the soil samples were collected;  ; and two ' samples collected from locations in the middle of the lake.

       -  None of the sediment samples exceeded the NRC release criteria for uranium in soil.
       -  The first fish was sent to ORISE for analysis. However, the final QA check showed the sample had been contaminated. Two additional fish were captured and shipped to ORISE for analysis. The eventual results obtained from the fish analysis, although valid, were determined to be useless because there was no comparable data with which to judge its significance.
       -  NRC RIII attends public meeting in Suffield, Ohio in August 1994 to discuss the results of our inspection activities and answer any questions from the public.

l - NRC RIII management has determined we have adequately responded to this issue, there is no indication of radioactive material in excess of NRC l release limits in the environment at the Goodyear Wingfoot facility, l therefore we will expend no additional inspection resources. l l l

Dear Mr. Wiedeman:

Analytical results for fish and water samples from the Goodyear Aerospace facility in Akron, Ohio are presented herein. The uranium concentrations in the fish sample were 3.84 i 0.27, 0.42 i 0.10 and 8.76 i 0.41 pCi/kg, respectively, for U-234, U-235, and U-238. These j results are based on the sample weight, as received, and represent analysis of the entire sample, including edible flesh, bone, scales / skin, and viscera. The sampled fish is a bottom feeder, and sediment that may have been present in the gut, would result in higher overall concentrations than would be expected for edible flesh only. Gross alpha and gross beta activities in the water sample were less than 3.3 pCi/l and 4.0 pCi/1, respectively. r 6 HISTORY OF WINGEOOT IAKE

1. The Lake was known as Fritch's Lake before Goodyear bought it in 1914 and is now known as Wingfoot Lake. The Navy took over in 1916 and returned the base to Goodyear in 1918. In 1942 it transferred to Goodyear Aircraft. (A.B.J. anicle 2-10-72)
2. The recent sale of Goodyear Aerospace Corporation (G AC) to 1. oral did not
   ' include Wingfoot Lake therefore remained with Goodyear effective March 13, 1987. (Leuer Goodyear 04-21-87)

PROJECIS

1. Wingfoot Lake is a Department of Energy Facility.

CENTRIF_U_GE_ PROJECT

2. A.B.J. article stated the site for the centrifuge project was selected because according to Pilliod of Goodyear stated "as you know if you have been at Wingfoot Lake in Portage County, that site was selected because a herd of elephants could easily be hidden inside (the hanger)."
3. (NRC Scope Survey 4-25-94) Goodyear was licensed on January 14,1974 -

(part 2 of license contained DOE " Secret -Rd" information) for research and development of uranium enrichment equipment (gas centrifuges). The centrifuges were located in a pit area (approx. 7 stories deep) in the blimp hanger. This pit was just filled in with approx.130 cement mixer trucks or 1300 yards of cement from Summit Ready Mix on 07-11-94 and 07-12-94. WHY? 400 cpm of beta radiation was picked up with a Geiger counter during the 04-25-94 inspection by Darrell Weideman (NRC). Why was the pit allowed to by filled when there was activity in the building?

4. Goodyear was authorized for 349 grams of uranium - 235 which includes (normal, depleted and enriched uranium in any form). At times had over 500 grams, WHY? The licensee (Goodyear) monitored their own air and water effluents during 1974-1985. Previous NRC inspections in 1979 and 1982 indicated that the licensee did not have a defined survey program for contamination control.
              - Goodyear's air sampling with Wingfoot were within background levels except for two incidents in 1980 and 1981 where high readings were noted as results on spills.
              - Goodyear requested termination of the license on January 16,1985.
              - A final survey concluded that all areas of contamination had been identified in 1986 but NRC did not confirm that these areas were properly remediated. (4-25-94 Scoping Survey NRC)

            -According to a conversation between Mallett (DOD) and Alex Boerner (ORAU), Mallett is concerned about health physics in this area and wants contamination control in these areas. Also concemed because vacuum cleaner was also contaminated internally. Also stated that the areas that were OK before, will need to be rechecked. Also inside banger E-52 Block on grid is an area where a barrel was spilled. (What was contents? Currently checking)
            -Casing area within hanger Ingrid Block F48 was contaminated with 8000 cpm. What type of radiation was in that area?

MISSILE.TEKUNG

1. We do know they did missile testing in a dredged channel on the southeast edge of the lake. This included a building and pit area that had been used witil 1982 for the explosive testing of torpedoes. Contamination of the ground water may have occurred from the testing of torpedoes in the pit at the end of the lake. (John hiathes and Assoc. Inc. letter to Jim Pryor, Goodyear 12-22-88)

(Because the lab is called the acoustics lab we think this is where the captor mine project was done also. (Top secret project) ABJ article 02-29-80 states 350 people ' worked on the captor project here. We need to verify where here is? and what else they did?) AMMUNITION D.UAIP s

1. We also have documentation of an Ammunition Dump which is still located approx. I mile south of the facility in the swamp. If ammunition was dumped here it would constitute a direct release to the swamp. The ammunition dump was to be investigated. We are currently trying to obtain more info on this dump.
2. According to an assessment by Mathes and Assoc., Inc. to Mr. Pryor -

Goodyear 12-22-88, The swampy area located south of the fenced in facility which is south of Portage Cty. Highway #6 was not covered per Mr. Pryor's request for this assessment for potential environmental liabilities. WHY? i WINGEO_OT_ LAKE FCEL CELL TEST. FACILITY

1. The ceased date was April 1988.
2. The facility tested various fuel tanks for commercial and military use. The ]

spent, ignitable hazardous waste fuels were collected in a 10,000 gallon underground tank.

            - 10,000 gallon waste fuel timk removed 1986.
             - Building torn down 1989.
             - Closure Plan submitted by Goodyear

        . Ground water monitoring well data indicates that the ground water has been contaminated by the former underground hazardous waste storage tank. Further moniioring wells are also required to determine the extent of ground water contamination. (Letter from Ohio EPA to Metcalf and Eddy, Inc 05-19-92)
3. Interoffice memo from Kathy Kuhn to Nancy Zikmanis (EPA) regarding amended closure plan states that the reports suggest that ground water flow has changed direction by approximately 180 degrees since last measurements were taken. It should be noted that this has implications for potential ground water migration pathways not only to the west, but also to the east. (toward Suffield).
4. According to an environmental assessment which was done by Mathes and Assoc.' 12-22-88, some vegetative stress and indications of past spills were observed in this area.

TESTING Radiation Testingt

        - When testing for radiation it is best to use a Pancake GM Detector, because that is what Goodyear and NRC inspectors used to measure radiation contamination.

Waten

        - Portage Health Department only checks for 100 chemicals and bacterial and viral.

This costs approx. S1500.00 for the 100 chemicals. There are approx. 4000 chemicals that should be tested for and this could cost thousands. Please sign petition to get Federal funding to have this done. Health Department testing is not enough. Also when collecting from~a well, the well should be purged of 3-5 volumes of standing water. This could take 30 minutes of running water from the tap. SOIL:

       -Soil samples can be done by EPA. It is critical for the University of Pittsburgh to help EPA decide what chemicals to test for. The health forms are very important data for the University of Pittsburgh. Please be as accurate as possible when listing information.
      . AIR:
       -Air testing would prompt monitoring equipment from both NRC and EPA. Please sign petition for funding for air testing.

SEDIMEET_ SAMPLES;

       -We are requesting sediment samples from the bottom of the lake for radiation and chemicals.

EISH;

    -  25-94 Fish (catfish) was a bottom eater. Alpha radiation showed (cross contamination). per Darrell Weideman (NRC),"we cannot verify the acceptability of data".

This is l comparing apples to oranges! 1 l EAMILY PROA1PISllEDICAL.STUDX i i The Grimmett family moved onto Bey Rd, in Nov.1986. Mary had a high risk pregnancy in 1988. The child began having seizures at 2 months'old. He was developing slow and his bowels closed and his kidney refluxed. He attended Summit County Preschool as one of the handicapped children. Mary experienced a second high risk pregnancy in 1992, and the child began having seizures at 2 , months old. We were all experiencing hair loss, dizziness, headaches, nauseous, l blurred vision, excessive menstrual bleeding, numbness in limbs, itching, j aggressiveness, confusion and memory loss. J IESTEG Ohio EPA did testing at 10 homes in the Bey Rd. area in early 1993. Nothing of significant results showed.100 chemicals were analyzed for, but we need to note there are 4000 chemicals that still have not been analyzed in l residential wells. NRC tested 6 residential wells, fish from Wingfoot lake, water, soil from a leachbed one half mile away from site, and took a pancake probe into Wingfoot hangar and found 400 counts per minute of Beta radiation. In December 1994 ACOE (Army Corp of Engineers) will do a preliminary assessment of the Lake because of the Dept. of Defense's activities. UNIV.ERSITY OF PITTSBURGH ANDATSDR Univesity of Pittsburgh received all of the Grimmett families medical records. Dr. Scott's office called and said there w'as a problem with the children and wanted to see the children June 28,1994. The Gnmmett family went to Pittsburgh and a toxicologist checked the children and said right now they look fine. One and one half years upon leaving Bey Rd. the Grimmett children are in regular schools and bringing home academic achievement awards. No seizures in any of the children, no retardation in development or any health problems. The medical records and all the health fonns we had on June 28th are being evaluated. We will be collecting health fonns for the next six months. The University of

   . Pittsburgh and ATSDR have an agreement to do a medical study on the area.

b QUESTIONS THAT NEED TO BE ANSWERED BY NRC AND THE EPA DEPARTMENTS! NRC 4

1. What was in the ammunition dump, south of the hanger, located in the swamp, and why was this area not tested by NRC? Why was this area skipped in the assessment by John Mathes and Assoc. (12-22-88) per the request of Mr. Jim Pryor (Goodyear)? Why is it not being checked due to a direct release to the swamp?
2. Why was the pit (which was 5 stories deep) allowed to be filled up with cement (1300 yards) and why was it not on the report from NRC dated 07-15-94? (The letter was mailed on 07-02-94) Mary was told by NRC inspector on April 23, 1994 that there were 7 stories in the pit. Why were only 5 stories checked by NRC? What was in bottom 2 stories that is now filled up with cement as of 07-12-94?
3. Why was Goodyear licensed for only 349 grams of uranium at any given time and had over 500 grams?
4. Why was Goodyear allowed to continue testing after inspection in 1979 (it as stated in 04-25-94 report from NRC) if they did not have a defined survey program for contamination control?
5. - Why was the final confjrmation of decontamination not done by NRC in 1986 after the ORAU survey?
6. The vacuum cleaner contaminated internally. Why was nasal smears not done on the employees?
7. What is in the 6 square feet of top secret data about? (DOE)
8. Why did all the fish die in the lake in 1984? Why was the lake emptied?
9. (NRC letter dated 07-15-94 page 9) NRC is stating that 5000 cpm is an acceptable. Portage County Health Department is concerned with anything over 40 cpm background. What are the health risks at 5000 cpm? What are the health risks at the highest reading still found inside the hanger at 400 cpm? Why is the health department concerned over 40 cpm? Why all the inconsistencies?
10. (NRC letter dated 07-15-94) The first two surveys (1979 and 1982) identified areas within the facility which were contaminated above NRC release criteria.

Final inspection (1986) showed areas to be remediated to below the NRC release limits. Why, since there was a contamination problem, did it take 3 years to come back in and inspect? What harm was done to the public before the decontamination was done?

       ,We are aware split testing was done between N.R.C. and Goodyear. We are dismayed that NRC did not analyze another cat fish so they would be comparing apples to apples.

We are aware that Goodyear caught a bass and NRC settled with a croppy and a bluegill fish which are nol bottom eating fish. We are appalled that you would do two separme fish and expect to get the same tissue result findings. The cmss contamination showed up in the catfish which once again is a bottom eating fish so we feel it exceptable to do sediment samples from the bottom of Wingfoot Lake. As you are aware, we am sure, when uranium 235 and plutonium 239 hits the water it particulates and smks to the bottom. We still feelit is your responsibility as the regulator of this facility to come in and interpret the data we receive from your agency. We are asking you to come in for the health and welfare of the citizens of this conununity and interpret your data competently and accurately. We confident that you will respect the citizens in this area and be willing to help in any way possible to help prove if our medical concerns are linked to environmental pmblems in an
