Joseph M. Farley Nuclear Plant - Unit 1 RCS Heatup and Cooldown Curves Proposed Technical Specification Change By letter dated October 25, 1985, Alabama Power Company requested changes to Technical Specification Figures 3.4-2 and 3.4-3 (reactor coolant system heatup and cooldown curves) and Bases 3/4.4.10. These curves were developed based on an analysis of the Unit 1 reactor vessel materials and their neutron embrittlement histories as documented in WCAP 10934. During discussions with the NRC staff and by letter dated June 16, 1986 the NRC requested additional information relating to the proposed revision to the heatup and cooldown curves. As a result, the scope of the analysis of WCAP 10934 has been expanded to address the NRC questions, and new heatup and cooldown curves that are applicable for a total of 16 effective full power years (EFPY) have been developed. The curves are basbd on the guidance provided in Regulatory Guide 1.99, Revision 2.
The details of this analysis, including the analysis methodology and the resulting heatup and cooldown curves, are provided in WCAP 10934, Revision 2.
It is therefore proposed that the Farley Nuclear Plant - Unit I heatup and m
gg cooldown curves be revised to extend their applicability from the existing 7 tv o a.
EFPY to a new limit of 16 EFPY. This submittal serves as a supplement to the
$8 October 25, 1985 request by providing revised Technical Specification reactor g
coolant system heatup and cooldown curves (Figures 3.4-2 and 3.4-3) and the associated Bases (3/4.4.10). Attachment 1 lists the changed Technical Specification pages and includes the proposed pages for Unit 1.
The topical 88 report (WCAP 10934, Revision 2) is provided as Attachment 2.

hazards evaluation previously performed on the October 25, 1985 Technical Specification change request.
Therefore, Alabama Power Company reaffirms that the Technical Specification changes proposed in this request do not involve a significant hazards consideration.

Nuclear Regulatory Commission Page 2 The Plant Operations Review Committee has reviewed this change and the Nuclear Operations Review Board will review this proposed change at a future meeting. Pursuant to 10 CFR 170.21, the required License Amendment Application Fee of $150.00 was enclosed with Alabama Power Company's October 25, 1985 submittal.
In accordance with 10 CFR 50.90, three (3) signed originals and 40 copies of this request are enclosed. A copy of this change has been sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10 CFR 50.91(b)(1).
