Joseph M. Farley Nuclear Plant - Unit 1 Proposed Technical Specification Change

- Gentlemen:

On April 20,.1984 Alabama Power Company requested changes to Technical

. Specification Table 4.4-5.(reactor vessel material surveillance program withdrawal schedule), Figures 3.4-2 and 3.4-3 '(reactor coolant system heatup ,

and cooldown curves) and Bases 3/4.4.10. The NRC Staff issued License -

Amendment No. 58 which revised the reactor vessel material . surveillance program withdrawal schedule-(Table 4.4-5) and the reactor coolant system heatup and cooldown . curves and their Bases. The current Heatup/Cooldown i Curves (Technical Specification Figures 374-2 and 3.4-3) are due to. expire

~ during Unit 1 Cycle 8 which 'is rcheduled to begin December 1,1986. An analysis of the Unit 1 vessel materials and their neutron embrittlement

~

- histories was performed and new Heatup/Cooldown Curves, which will remain. ,

applicable for a total of 24 effective full power years (EFPY), have been '

developed. The details of the analysis, including the analysis methodology and resulting revised Heatup/Cooldown Curves, is provided in the enclosed '

WCAP.10934.

It is therefore proposed that the Farley Nuclear Plant - Unit 1~

. Heatup/Cooldown Curves be revised to extend their applicability from the existing limit of 7 EFPY to a new limit of 24 EFPY. This proposed change

. _w ill pennit continued operation of the Farley Nuclear Plant - Unit 1 beyond Cycle 8 consistent.with the limitations of 10CFR50, Appendix G.

Attachment i lists the changed Technical Specification pages and includes the proposed pages for Unit 1. The response to concerns identified in NRC letter dated May 2,1985 for the Farley Nuclear Plant - Unit 2, which twould be applicable to Unit 1, is provided in Attachment 2. Consistent with -

the Alabama Power Company licensing schedule, submitted to the NRC by letter i dated October 14, 1985, it is requested that NRC Staff approval be provid i

Nuclear Regulatory Commission Page 2 Since the proposed Technical Specification Change includes no changes which would significantly increase the probability or consequences of an accident previously evaluated, no changes which create ~ the possibility of. a new or different kind of accident from any accidents previously evaluated and no changes which would involve a significant reduction in a. margin of safety, it is considered by Alabama Power Company to not involve a significant hazards' consideration as defined in 10CFR50.92. This conclusion is based upon the revised Heatup/Cooldown Cu.ves' compliance with NRC Staff Regulatory Guide 1.99 Revision 2 and 10CFR50, Appendix G.

The Plant 0perations Review Committee has reviewed this proposed change and the Nuclear Operations Review Board will review this proposed change at a future meeting.

Pursuant to _10CFR170.21, the new rule on License Fees, the required

' License Amendment Application Fee of $150.00 is enclosed.

In accordance with 10CFR50.90, three (3) signed originals and 40 copies of.this request are enclosed. A copy of this change has been sent to Mr. Dan Turner, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).
