CLINTON POWER STATION:

PROPOSED CHANGES TO POWER ASCENSION PROGRAM By letter dated February 5, 1986, you proposed certain changes to the power ascension test program for Clinton Power Station. The startup tests that are the subject of the proposed changes are identified in the enclosure. The staff has reviewed your submittal and determined that the proposed changes to the startup tests identified in the enclosure are acceptable with the following two exceptions:

Startup Test 11.0 - Conducting the LPRM response test to control rod movement at Test Condition 1 rather than during heatup is unacceptable. However, response checks can be limited to those LPRM's that have on scale position indications.

Startup Test 30.3 - Deletion of the two recirculation pump trip test at Test Condition 3 is unacceptable.

Most of the changes you proposed were determined to be acceptable largely on the basis of similar changes reviewed and found acceptable for the Hope Creek program. The two proposed changes that were found unacceptable were also found unacceptable for the Hope Creek program.

In addition, you proposed deletion of Test Condition 4 from Startup Tests 22.0 and 23.1.

The staff has determined the deletion of this test condi+ ion is acceptable, provided that for Startup Test 22.0 the Technical Specification Surveillance Test for Section 3/4.4.1 is incorporated into a startup test procedure to be performed at Test Condition 4, such as in the recirculation system test described in Section 14.2.12.2.27 of the FSAR.

Our findings relative to your proposed accelerated power ascension program is being furnished at this time so that the corresponding test procedures can be amended, approved by your facility review group and reviewed by Region III in time for use during startup testing at the Clinton Station. The staff's safety evaluation of this program will be reported in Supplement 6 to the SER. We request that the Clinton FSAR be amended, where applicable, to reflect the changes that have been found acceptable by the staff. This concludes our review of the proposed changes to the power ascension test program.
