USLE, itLINCIS 60632-4351 December 6, 1994 MEMORANDUM TO:

Gary L. Shear, Chief Fuel Cycle and Decommissioning Branch FROM:

George M. McCann, Senior Radiation Specialist Fuel Facilities and Decommissioning Section

SUBJECT:

UNIONTOWN LANDFILL / EPA PUBLIC MEETING On November 30, 1994, Darrel Wiedeman and I attended a public meeting in Uniontown, Ohio.- The purpose of the meeting was to discuss the Environmental Protection Agency (EPA) findings regarding their conclusion that radioactive materials, other than environmental levels, do not exist in the Uniontown Landfill. The NRC's presence at the meeting was for the purpose of explaining its recent involvement, that is, how it dealt with information that radioactive materials may have been dumped at the landfill and the EPA may be l

covering up evidence of wrong-doing.

The meeting was transcribed and a copy of the transcript is to be forwarded to this office.

There were approximately 16 individuals from Federal and State Agencies present, such as, U.S. EPA, Ohio EPA, U.S. EPA's Science Advisory Board, and the NRC.

-The meeting was attended by approximately 20 citizens from the local I

community. A local citizens group, Concerned Citizens for Lake Township (CCLT), boycotted the meeting.

A representative from the group read an opening statement, basically indicating that the EPA had purposely scheduled the meeting to influence a local civil trial between the local citizens and the local rubber' companies in the Akron area. Additionally, it was indicated that the federal agencies had banned together to overwhelm the local citizens.

After reading the statement, the representative left the meeting.

- A representative from Senator Glenn's office, Caroline Arnold, also ' attended the meeting. A discussion with Ms. Arnold after the meeting indicated that she was in agreement with the EPA's and NRC's-handling of this issue and the presentations given during the meeting.

The exchange between the citizens present and the government representative went well. My presentation seemed to be well-accepted and no questions regarding further NRC involvement were asked. Therefore, it is my opinion that should we receive any further questions from the citizens group CCLT (or others), our position should be as stated during the meeting; that is, the landfill is an EPA issue and as su n, future inquiries or issues should be directed to them. _I have attached a copy of the meeting agenda.
