Dear Mr. Denton:
In letters from Mr. D. A. Nauman to Mr. H. R. Denton dated January 16,1986 and August 15,1986, South Carolina Electric & Gas Company (SCE&G) requested an amendment to section 3/4.4.5, " Steam Generators of the Virgil C. Summer Nuclear Station Technical Specifications. The Technical Specification (T.S.)
revision amended the definition of the steam generator Plugging Limit as outlined in section 4.4.5.4a. The request excluded from plugging those tubes

with defects greater than a distance 1.25 inches below the top of the tube sheet.
After discussion with members of your staff on August 28, 1986, SCE&G is submitting an updated T.S. revision package. This letter, with the updated T.S.
page attachments incorporates the previous revision requests and further information requested by your staff. The submittal supercedes the previous submittals.
l The technical basis for this revision has been previously submitted as attachments to the August 15,1986 letter.
1 This change does not alter the conclusions of the previously submitted "No Significant Hazard Determination" and has been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. The application fee for the review of the amendment request has been submitted previously with the August 30,1985 letter from O. W. Dixon, Jr., to Mr. H. R.
Denton.
