SAFETY EVALUATION REPORT, LICENSE AMEN 0 MENT APPLICATION DATED AUGUST 22, 1986, RE EXTENSION OF EXPIRATION DATE AND ORGANIZATIONAL CHANGE

Background

l By letter dated August 22, 1986, the University of Florida (UF) requested l an extension of the expiration date and an organizational change for Special Nuclear Material License No. SNM-1050. The current expiration date, September 17, 1986, was granted to allow the licensee time to review the design, structure, equipment, and utilization of the UF SPERT Assembly (UFSA). The license currently authorizes the storage only of 190 kilograms of U-235 contair.ed in SPERT fuel iods for a subcritical assembly.

Discussion The SPERT fuel rods are stored in a safe configuration in the Nuclear Research Field Building, as specified in an earlier letter dated July 15, 1980.

Furthermore, the licensee added that the fire alarm system which was installed in March 1985 to provide automatic fire detection for the fuel storage and  !

facility area has operated with no nroblems since April 10, 1985. I 1

By letter dated July 19, 1984, UF reported that the UFSA facility had been l partially dismantled for inspection and repairs. UF expects to return the I facility to service for educational and laboratory training exercises and l possible research applications. An extension of the expiration date would allow UF time to complete their renewal application.

UF also requested that the current Director of Nuclear Facilitics, Dr. William G. Vernet %n, be dasignated the responsibility for the UFSA facility, thereby replacing the two designeos in the original license application dated June 5, 1967. Dr. Vernetson is currently responsible for the University of l Florida Training Reactor (UFTR), License No. R-56, and its organizational personnel. Since the same personnel operate and control both the UFTR and the UFSA facility, it could be 3eneficial to the licensee for both facilities to be under the direction of a single administrator. In accordance with UFTR Technical Specification Dr. Vernetson meets the requirements of the Arcrican National Standard for Selection and Training of Personnel for Research Reactors, ANSI /ANS-15.4-1977, Section 4.2, and consequently, is qualified to be desionated the responsibility for the UFSA facility. Therefore, the staff recommends that Dr. Vernetson, Director of Nuclear Facilities, be authorized to direct and admirister the University of Florida SPERT facility.

University of Florida SER 2 gg 2 91981 Conversations with the Region II Inspector, Mr. Robert Brown, confirm that the manner in which the fuel is stored and the proposed administrative change should not adversely affect safety for UF personnel and the public and/or the environment. Therefore, in accordance with 10 CFR 51.22(c)(14)(v), neither an Environmental Impact Statement nor an Environmental Assessment is required.

Conclusion / Recommendations

! Based on the above discussion, the staff has concluded that the requested changes l to the license are administrative in nature and should have no adverse effect on i the health and safety of UF personnel and the public or on the environment. The staff recommends extension of the license expiration date and a condition to the license designating responsibility for the UFSA facility to Dr. William G.
