Special Nuclear daterial License No. SNM-1050 Gentlemen:

We have requested by letter of November 9,1978, that Special Nuclear Material License No. SNM-1050 be extended. We respectfully request that the extension be granted to December 21, 1985 according to the fc11owing statements:

The facility licensed under SNM-1050 is to be used in accordance with the statements, representations and conditions specified in our license applications dated June 5, October 11 and December 1,1967; February 20, March 12, May 10 and July 12, 1968, November 25, 1969; November 22, 1971; November 30,1973; June 9,1974 as supplemented by letter dated September 26,1974; June 7 and July 8,1975.

Amend the license conditions to authorize the storage of SPERT fuel in a location different from the one described in the original Hazards Report.

This change is requested to improve the physical storage conditions, se-curity and safeguards of the fuel and the facility.

Presently, the fuel is stored in a metal quonset hut surrounded by a fence.

The following conditions are to be established for the fuel storage room:

a.

The fuel is to be stored in a heated and air-conditioned room adjacent to the Facility, housed in the Nuclear Research Iield Building. The building and room are of a concrete block construction. All windows will be sealed by concrete blocks and all doors properly secured, b.

The fuel will be stored in the same configuration as stated in the original license and amendments thereto. No changes affecting criti-cality or radiolog~ical conditions will be made.

c.

The fuel will be transported to and from the Facility in the manner described in our previously approved procedures.

A Physical Security System will be installed according to the requirements of 10 CFR 73.67 for Low Strategic significance materials.

It is believed that these conditions are a significant improvement over our present storage conditions and will be implemented as soon as approval is obtained.
