DISPOSAL OF CONTAMINATED CONCRETE (TAC 60842)
Re: Oyster Creek Nuclear Generating Station In your. letter dated February 18, 1986, you provided the radioisotopic analysis of core borings taken from concrete blocks during the decontamination of the Old Radwaste Building. This building is on the Oyster Creek plant site and is being decontaminated to use the building for other purposes and blocks have been removed from the concrete walls to open up the building. There is a new Radwaste Building onsite which is being used to process radwaste generated by the plant.
You proposed methods to decontaminate the surface contamination of the building and to dispose of licensed material in your letter dated August 31, 1983. This resulted in the staff letters dated October 31 and December 30, 1983, requesting additional infonnation and your response to the requests dated January 30, 1984.
In your January 30, 1984, you stated that all of the requested material was not available but you were submitting the majority of the infomation in this letter. The remaining infomation, a survey of the decontaminated block, could not be provided until the work is completed.
You stated that this would be provided to NRC before any blocks were sent offsite.
In the staff's letter dated March 8, 1984, the staff concluded that decontamination of the Old Radwaste Building could be done satisfactorily as you had proposed. The staff requested that prior to removing any naterials offsite you provide a final report on the decontamination process. This final report was provided by your letter dated February 18, 1986, and the meeting held with GPU Nuclear (the licenseei on February 4, 1987, at the site. The staff requested information on as low as is reasonably achievable (ALARA) actions taken during the decontamination process, the total radio-sotopic analysis and scan and swipe surveys, and an independent laboratory measurement of surface contamination on the blocks.

Controls, (3) workers wore respirators and protective clothing, (4)gical Controls, (2) the work required an ALARA exposure review by Radiolo scan and swipe surveys were taken and (5) the building ventilation was used to keep airborne concentrations down. Your letter dated February 18 1986, provided the total radioisotopic analysis from the concrete blocks.
In the meeting on February 4,1987, the licensee explained that either the concrete blocks would be sent for further decontamination and disposal to a facility licensed to accept these blocks or these blocks would be analyzed by an independent radiation measurement laboratory before disposal as required by the staff's letter dated March 8, 1984. The additional decontamination and disposal by a licensed facility is further than the methods approved by the staff in its letter dated March 8,1984.
-The staff concludes that you have provided the information requested in its letter dated March 8, 1984. Therefore, you may continue with the disposal method for the concrete blocks which were approved in our letter dated March 8, 1984.
Pursuant to Regulatory Guide (RG) 1.86, Section 4.e. 30 days before you release any concrete blocks to unrestricted premises, file a final survey report with the staff. This report is required because you are using RG 1.86 to define licensed material that can be released to unrestricted areas. The report shall identify the location of the premises, show that reasonable effort has been made to reduce residual contamination to a practical minimum, describe the survey of the blocks and the general procedures followed and state the results of the survey in the units of dpm/100 cm for the nuclides identified in Table I of the RG. Also pursuant to the above section, the NRC/IE may in this 30-day period conduct an inspection to confirm the decontamination and disposal methods approved in the staff's letter dated March 8, 1984, are being followed and the results of the survey are below those listed in Table I of RG 1.86 prior to granting approval for unrestricted release of the decontaminated materials. This survey report and NRC/IE approval would not be needed if the concrete blocks are sent to a facility licensed to receive them.
