On January 13-17, 1986 an announced special safety inspection was conducted by

a team led by Ms. Marie Miller of our office at the Oyster Creek Nuclear

l

Generating Station, for the purpose of reviewing the licensee's implementation

of certain specifications of NUREG-0737, Clarification of TMI Action Plan

l

Requirements, relative to post-accident sampling and monitoring.

Enclosure 1

provides the results of that inspection, which were discussed with yourself

and others of your staff at the conclusion of the inspection, and in a subse-

quent telephone discussion between Dr. Walter Pasciak of my staff and yourself

on January 24, 1986.

Our review of this area indicates that your efforts to implement these spect-

l

fications with regard to accident effluent monitoring and sampling were incom-

l

plete and require improvement to be acceptable relative to NUREG-0737. Although

no violations were identified at this time, two unresolved items were identi-

fied concerning NUREG-0737 Task Actions II.F.1-1 and II.F.1-2.

As a result,

you are requested to review the items identified in the attached report and

respond within 30 days of the date of this letter with your schedule for im-

proving the technical deficiencies and/or provide documentation as to the

acceptability of your accident monitoring capabilities.

The response directed by this letter are not subject to the clearance

l

procedures of the Office of Management and Budget as required by the Paperwork

l

Reduction Act of 1980, PL 96-511. Your cooperation with us in this matter is

appreciated.
