ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-366 Hatch License No. NPF-5 During the Nuclear Regulatory Commission (NRC) inspection conducted on

' October 18 - November 21, 1986, a ' violation of NRC requirements was identified.

-The violation involved a failure by licensed plant operators to verify that means were available to provide water inventory to the Unit 2 Reactor Vessel in cold

~ shutdown. . In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part -2, Appendix C (1986), the violation is listed below: '

Unit-2 Technical -Specification (TS) 3.5.1.b.2 states "with both CSS subsystems inoperable, operation may continue provided that at least one LPCI subsystem is OPERABLE and both LPCI subsystems are OPERABLE within 4

-hours. Otherwise, suspend all_. operations that have a potential for draining the reactor vessel and verify that at least one LPCI subsystem is OPERABLE within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />."

Contrary to the above, between approximately 3:46 p.m. (EST) on November.13, 1986, and 3:30 a.m. '(EST) on November 14, 1986, with no activities in _

progress that had a potential for draining . ~ the reactor vessel, the operability of at least one Unit-2 LPCI subsystem was not verified within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> with both Core Spray (CS) subsystems inoperable.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Georgia Power Company is hereby required to. submit to this Office within. 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including I (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results

-achievgd, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
