SLIDE 2 BACKGROUND - Discussion Owners and Licensees ,

As shown on the slide, the Owners and Licensees for the Harris facility are the Carolina Power & Light Company, which has 84% of the ownerhship, and florth Carolina Eastern Municipal Power Agency has 16% of the ownership.

CP&L. is also the operator of the Robinson-2 and Brunswick nuclear plants.

The Robinson plant is a 3-loop W PWR rated at 665 MWe and has been in commercial operation since 1971.

The Brunswick Units 1 & 2 are BWas, each rated at 790 MWe. Unit I has been in commercial operation since 1977, and Unit 2 has been in commercial operation since 1975.

i Site The 10,800 acre site was originally sized for four units. There are two

! reservoirs on the site. The main reservoir is 4000 acres, the auxiliary reservoir is 4400 acre-feet. The auxiliary reservoir is the ultimate heat sink. In the event of a LOCA the 30-day water loss due to evaporation woul'd be 286 acre-feet. As shown on the slide, the site is located in Chatham and Wake County, North Carolina.

CONTAINMENT CHARACTERISTICS The containment is a large, dry, steel-lined reinforced concrete structure 3

having a free volume of 2,266,000 ft having an internal design pressure of 45 psig.

OTHER FEATURES f

The spent fuel pools at the Harris facility were designed to accommodate the storage of spent fuel generated from the operation of 4 reactors. The pools have storage capacity for approximately 4000 PWR fuel assemblies.

The Radwaste Processing Facility capability is larger than one would normally expect for a one unit site. The radwaste processing facility, i.e., the building was sized to process waste that would be generated by operation of four reactors. As a result of the cancellation of Units 2, 3, and 4 certain processing equipment was not installed. While it is difficult to quantify, the actual installed reprocessing equipment is judged to be capable of pro-cessing radwaste from 1.5 to 2 reactors.

Summary In summary, many features of the Harris plant are similar to those previously evaluated and approved by the NRC staff.

There are a total of 11 operating plants in the United States of a similar design as the Harris plant with about 100 operating years of experience.

1 SLIDE 4 MAJOR ISSUES - Discussion There are two TDI diesels at the Shearon Harris site which are identical to the engines used at the Catawba 1 & 2, Grand Gulf, Clinton and the Perry facilities. CP&L is an active member of the TDI Owners Group and has completed their design and quality revalidation program.

The staff has reviewed the above CP&L program and found that it was acceptable as reported in Supplement 4. The staff will continue to track the performance of these diesel generators over the longer term.

FIRE PROTECTION The NRR staff and Region II conducted an extensive evaluation of the fire protection program including detailed walkdown at the plant.

The staff has reviewed the fire protection program for conformance with SRP 9.5.1 (NUREG-0800), which contains, in BTP CMEB 9.5.1, the technical require-ments of Appendix A to BTP ASB 9.5-1 and Appendix R to 10 CFR 50. The review included an evaluation of the automatic and manually operated water and gas suppression systems, the fire detection systems, fire barriers, fire doors and

. dampers, fire protection administrative controls, and the fire brigade size.

The objective of the review is to ensure that in the event of a fire, personnel and plant equipment would be adequate to safely shut down the reactor, to maintain the plant in a safe shutdown condition, and to minimize the release of radioactive material to the environment.

CP&L has also provided an alternate shutdown capability for the control room and cable spreading room.
