PALISADES 10CFR50.62(ATWSRULE) REVIEW; REQUEST FOR INFORMATION (TAC NO. 59123)

The ATWS rule (10 CFR 50.62, " Requirements for Reduction of Risk from Anticipated Transients Without Scram (ATWS) Events for Light-Water-Cooled Nuclear Power Plants") requires improvements in the design and operation of commercial nuclear power facilities to reduce the likelihood of failure to shutdown the reactor following anticipated transients, and to mitigate the consequences of an ATWS event. The requirements for Combustion Engineering-plants such as Palisades are to provide a diverse scram system (DSS), diverse auxiliary feedwater system (AFWS) actuation, and diverse initiation of turbine trip. Paragraph (c)(6) of the rule requires that information sufficient to demonstrate compliance with these requirements be submitted to NRR.

. Consumers Power provided information concerning implementation of the ATWS rule requirements at Palisades by letters dated October 22, 1985 and April 23, 1986. However,- the information provided in these letters is not sufficient to allow the Plant, Electrical, Instrumentation and Control Systems Branch (PEICSB) to determine compliance with the Commission's regulations. Therefore, in order for the PEICSB to continue their review, it is requested that the enclosed request for information be transmitted to the licensee. We understand that the licensee plans to complete the required ATWS modifications during the upcoming refueling outage (August 1987).

In order for the PEICSB to meet the

-target completion date for safety evaluation report input to PWR Project Directorate #8 of December 31, 1986, the requested information should be provided to PEICSB no later than December 1, 1986.
