SAFETY EVALUATION RELATED TO PALISADES PLANT COMPLIANCE WITH 10 CFR PART 50.62 (TAC 59123)
We have completed our review of th~ Palisades Plant design for conformance to the requirements ~f 10 CFR Part 50.62 (ATWS Rule);
We conclude from our review that the designs of the diverse scram system (DSS), diverse turbine trip (OTT),
and the diverse auxiliary feedwater actuation system (DAFAS) to achieve conformance to the ATWS Rule are acceptable subject to the following post-implementation items:
- 1. The qualifications of the Telemechanique JlO relay, the Rochester Instrument Model ET-1219, and Isolation Devices, are performed, and the devices have passed the qualification tests.
- 2. A Failure Modes and Effects Analysis (FMEA) of the RPS/AFAS power supply configuration, including loss-of-voltage, over/under voltage, and over/under frequer.cy, has been performed, and the FMEA confirms that the possibility of common mode failure of both the RPS and AFAS has been minimized.
We note Consumers-Power Gompany's intent to propose technical specifications to establish operability and surveillance requirements for the ATWS equipment.
We are evaluating the need for such technical specifications; the results of the evaluation, when completed, will be made available. However, Consumers Power Company should not delay the installation and operation of the ATWS equipment pending the outcome of this evaluation.
Consumers Power Company letter dated.June 30, 1987, -indicated that installation of the ATWS equipment would be delayed for two refueling outages. This schedule was reconfirmed in a telephone conversation with your staff on March 1, 1989.
Thus, the ATWS equipment is to be installed prior to startup from the next refuel ir19 outage expected to be about February 1991.
